The Ministry of Agriculture and Environment has just issued a telegram on closing the bottom spillway of Tuyen Quang hydroelectric reservoir. The dispatch clearly stated that at 2:00 p.m. on July 4, 2025, the upstream water level of Tuyen Quang Lake was at an elevation of 105.33 m, the downstream water level was 53.85 m, the flow to the lake was 1,246 m3/s, the total downstream flow was 1,744 m3/s.
Implement the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the management of civil defense agencies and commands at all levels, Document No. 3995/VPCP-NN dated May 8, 2025 of the Government Office on organizing monitoring, supervision and implementation of natural disaster prevention and control work, Minister of Agriculture and Environment and Order of the Director of Quang Hydropower Company:
Closed 1 bottom spillway at 8:00 p.m. on July 4, 2025 and closed the remaining one at 9:00 a.m. on July 5, 2025. Closely monitor the developments of floods, construction safety, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) and relevant agencies according to regulations.
On the same day, the Ministry of Agriculture and Environment also sent a document to the People's Committees of Tuyen Quang, Phu Tho, and Hanoi provinces and cities regarding ensuring safety downstream when operating Tuyen Quang hydroelectric reservoirs.
These provinces and cities must notify authorities at all levels, people, and organizations operating on rivers and along rivers to know information to proactively take measures to ensure safety and adjust operations accordingly; not allowing people to go to areas at risk of landslides, avoiding unfortunate damage.
Timely report any unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
