According to the report of the Hoai Duc District Investment and Construction Project Management Board (Hanoi), up to now, the progress of the district's infrastructure projects has not been largely completed, so the connection between communes is still not complete.
For example, at the Ring Road 3.5 project (phase 1), although construction started on October 28, 2017, the implementation is estimated to reach 90% of the contract volume.
The Ring Road 3.5 project (phase 2) started construction on January 28, 2019, but so far the implementation volume has only reached about 80%.
The Ring Road 3.5 project (phase 3), implementation period from 2022-2025 (started on June 30, 2023), has only reached about 40% of the construction volume.

With the Lien Hoan 1 project (from National Highway 32 to the intersection with Lai Yen - Van Canh road) over 6km long, construction has been implemented since December 2020, expected to be completed after about 540 days, but so far only 80% of the work has been completed.
The situation of delays also occurs in the Lai Yen - Van Canh road project (from Lien Hoan Lo 2 to Ring Road 3.5).
The route is 2.9km long, with a total investment of about 470 billion VND. The project started construction in October 2020, expected to be completed in the third quarter of 2022, but the entire route has not yet been opened to traffic.

The Lien Khu 6 road project (from Lien Khu 1 road to Ring Road 3.5), has currently only reached 55% of the contract volume. The construction site is unfinished, with no construction activities.
Difficulties waiting to be resolved
According to the representative of the Hoai Duc District Construction Investment Project Management Board, the reason for the delay in the progress of infrastructure projects in the area is due to problems in site clearance.
For example, in the Ring Road 3.5 project (phase 2), although started in 2019, the section from Km5+020 - Km5+300 has not yet been handed over the site due to the Vuon Chuoi Archaeological Site.
The Ring Road 3.5 project (phase 3) needs to reclaim land from 6 enterprises in the An Khanh Industrial Cluster, but so far only 4/6 enterprises have been counted.

The reason for the delay in the Inter-regional Road 1 project is that some sections have not completed site clearance, including about 1ha of national defense land.
In Duc Thuong commune, there are still about 50 plots of land that have not been clearly identified as owners and purposes of use to have a basis for submitting to the District People's Committee to issue a notice of land reclamation.

At the Lai Yen - Van Canh road project, the site clearance work is still stuck with residential land of 9 households and individuals (54.9m2) and business and service land of 4 households and individuals (6.3m2) in Lai Yen commune, and has only issued a notice of land reclamation.
In Van Canh commune, there are still 21 graves, including 16 graves of households that have not received money and have not been relocated, and 5 graves of households that have not been declared and counted.
The Lai Yen - Van Canh road project is still stuck with a warehouse managed by the Logistics Department - Ministry of National Defense with an area of 1,044m2.

A representative of the Hoai Duc District Construction Investment Project Management Board said that to ensure good implementation of assigned tasks in 2025, the Project Management Board hopes that Hoai Duc District will prioritize the allocation of implementation funds, to ensure the settlement progress and project implementation time.
The functional units and the People's Committees of communes promptly organize the declaration of the inventory, establishment, listing, submission for approval of the plan and payment of compensation to organizations, households, and individuals, so that the implementation of the projects is in accordance with the set progress plan.
The Urban Management Department needs to coordinate with the Project Management Board to organize appraisal, adjust and supplement arising issues under the authority of project investors, ensuring progress according to regulations.
