According to the Hanoi Department of Agriculture and Environment, there are 1,448 projects in the city under the site clearance under the 2013 Land Law and continue to implement under the 2024 Land Law, with a total area of more than 12,430ha. However, the transition between the two laws has generated many problems, affecting the progress of projects.
The Tam Trinh road construction investment project in Hoang Mai district has a total investment of up to VND 3,354 billion.
The project has a total length of nearly 3.6 km. However, up to now, the contractor has only been able to construct about 800m. The reason for the slow progress of site clearance is policy problems related to compensation, site clearance and problems related to resettlement housing.
To date, the project has undergone 4 adjustments to the site handover timeline.


Another project of the capital that is also facing difficulties in site clearance is the Southern Hanoi Economic Development Axis Road Project (formerly known as the Southern Axis Road Construction Investment Project of Ha Tay province).
In April 2008, the Hanoi Southern Axis Road Construction Investment Project started construction. By 2018, the project had put into operation 18.5km from Ha Dong to the end of Thanh Oai district. The remaining 23km has not been completed, including 14km in Ung Hoa district and 9km in Phu Xuyen district.
According to the Hanoi Department of Transport, with 23km of the project, 20km has been cleared; the remaining 3km (mainly in Ung Hoa district) is facing difficulties related to 23 resettlement households.


The Lang - Hoa Lac road project extending phase 2 through Thach That district is also facing difficulties due to the transition between the 2013 Land Law and the 2024 Land Law.
The same situation also occurs with the Investment Project to build Ring Road 4 - Hanoi Capital Region. Although 98.64% of the land area has been handed over and 99.77% of the grave relocation work has been completed, up to now, there are still 10.9 hectares that have not been cleared...
According to Lao Dong in package 8, up to now, there are still two residential areas in Dai Thinh and Chu Phan communes (Me Linh district) that have not handed over the site for the project. In package No. 9, there are still land issues in three residential areas in Duc Thuong, Dong La communes (Hoai Duc) and Ha Mo commune (Dan Phuong). In the Hong Ha bridge construction area, in Hong Ha commune (Dan Phuong district) and Van Khe commune (Me Linh district), many households have not yet agreed to hand over the site.

Recently, to remove obstacles in site clearance, in order to ensure the harmony of interests between people, businesses and the State; at the same time, speed up the progress of projects being implemented, Chairman of the Hanoi People's Committee Tran Sy Thanh requested to focus on removing the biggest "bottleneck" is site clearance, directly affecting the progress of projects.
In particular, the Department of Agriculture and Environment is required to coordinate with relevant units to review and evaluate the overall implementation of site clearance for public investment projects in the city; fully synthesize difficulties and obstacles, classify them specifically into groups of problems and propose solutions to resolve them; report the results, submit to the Chairman of the City People's Committee for consideration and direction to thoroughly handle the problems and problems related to site clearance.
The leaders of Hanoi City requested to speed up the implementation progress and disbursement of key projects and projects using central budget capital. In which, focus on implementing projects on schedule, thoroughly overcome the situation of "capital waiting for projects", avoid delays in disbursement, causing waste of investment resources.
For projects that have expired by the end of 2024, investors should urgently complete the adjustment documents, submit them to competent authorities for appraisal and approval before June 30, 2025; on that basis, determine the capital demand in 2025 to implement the project according to the approved schedule.
