The project to expand Tam Trinh Street (Hoang Mai District, Hanoi) with a length of 3.5km started in 2016, expected to be completed after 3 years. However, due to many difficulties in site clearance, the project has been delayed.
By July 2024, Hoang Mai district handed over about 800m of clean land to the contractor to implement the project.
According to the People's Committee of Hoang Mai District, out of a total of 786 households using land in the 3 wards of Hoang Van Thu, Mai Dong, Yen So within the project boundary, 381 households with houses and illegal assets attached to the land have approved compensation, support and resettlement plans.
Currently, there are 405 households using land (402 households with illegal constructions) that have not approved the compensation, support and resettlement plan.
To promptly remove obstacles for the project, the Hanoi Department of Agriculture and Environment has proposed a compensation, support and resettlement policy for the Tam Trinh road construction project.

Accordingly, the Department of Agriculture and Environment proposed that the city approve other support policies according to the proposal of the People's Committee of Hoang Mai District; assigned the People's Committee of Hoang Mai District to review the time of land reclamation announcement for cases where compensation, support and resettlement plans have not been approved;
Approving other support plans for cases that do not meet the conditions for compensation for works and housing for households (not yet approved plans) similar to other support policies previously approved by the People's Committee of Hoang Mai District for households when the State reclaims land to implement the Tam Trinh road construction project, according to the provisions of Clause 2, Article 108 of the 2024 Land Law.
The People's Committee of Hoang Mai District proposes to consider and decide on other support levels to support works and housing for cases that are not eligible for compensation for works and housing (according to Article 14 of Decision No. 10/2017/QD-UBND dated March 29, 2017 of the City People's Committee), with specific contents according to the time frame.
In cases where the provisions of the 2024 Land Law are more beneficial to people whose land is recovered, allowing the implementation of adjustments to the plan according to the 2024 Land Law to create high consensus in complying with compensation, support, resettlement, and land recovery.

According to the leader of the People's Committee of Hoang Mai District, the district also proposed that Hanoi City consider deciding on other measures and support levels (according to Clause 2, Article 108 of the 2024 Land Law) for households eligible to receive resettlement houses for rent during the time the People's Committee of the district repaired houses with the following specific contents: the time for supporting rental houses from the time the households handed over the site to the date the repair and handover of the houses to the households is completed.
To ensure policy consistency in the same project, the People's Committee of Hoang Mai District has proposed that the City approve other support levels for 30 households that have approved the plan, have drawn apartments (but have not received a house, have not been approved for temporary housing support, have not yet handed over the site) and households preparing to approve, draw resettlement houses along with another support level equivalent to the temporary housing support level prescribed in Article 17 of Decision 56/2024/QD-UBND dated September 6, 2024 of the City People's Committee.
