The People's Committee of Cao Bang province has just issued Decision No. 755/QD-UBND announcing the list of administrative procedures eligible for implementation through full and partial online public services, under the authority of the Department of Construction and the People's Committees at the district level in the province.
Accordingly, there are 29 administrative procedures put into operation in the digital environment, including:
27 procedures for providing full online public services (processing and returning results completely online),
2 procedures for providing public services partly online (submitting documents online, processing partly directly at state agencies).
The procedures are divided according to the level of settlement, specifically:
The provincial level includes 28 procedures, focusing on the fields of: housing and offices, construction experimentation, planning - architecture, road traffic and inspection.
The district level includes 1 procedure related to providing information on construction planning.
Some typical procedures include:
Extension of home ownership in Vietnam for foreign organizations and individuals; Issuance, re-issuance or adjustment of Certificates of conditional conditions for construction experimental activities; Issuance of architectural practice certificates; Issuance of construction and design licenses at intersections on national highways; Permitting international transport between Vietnam and neighboring countries such as China, Laos, and Cambodia.
The above list of administrative procedures will be deployed on the Cao Bang Provincial Administrative Procedure Information System, and integrated into the National Public Service Portal to synchronize information and create maximum favorable conditions for people and businesses.
To effectively implement, the Provincial People's Committee assigned the Department of Construction to organize implementation, propaganda and guidance on service exploitation; the Department of Science and Technology to coordinate in establishing electronic forms, updating processes and connecting data sharing; the Provincial People's Committee Office to conduct testing and integrating service portfolio into the national system in accordance with regulations.
The announcement and implementation of the list of administrative procedures in the electronic environment is a concrete step to realize the goal of digital transformation in administrative reform of Cao Bang province.
Not only does it help reduce time and costs, but the provision of online public services also contributes to improving transparency and efficiency in public service activities, towards a modern serving administration - taking people and businesses as the center.
