The Director of the Department of Agriculture and Environment of Bac Ninh province has just decided to sanction administrative violations in the field of mineral resources against Green House Architecture Construction and Trading Joint Stock Company (headquartered in Hanoi).
According to information from the Department of Agriculture and Environment, in 2019, Green House Architectural Construction and Trading Joint Stock Company was previously granted a license by the People's Committee of Bac Giang province to exploit and level the ground in the area of Gia Son mountain, Huu Nghi and Noi Ninh mountain, Ninh Son commune (Viet Yen) now Van Ha ward.
The area licensed for land exploitation for leveling is 6.5 hectares with a land reserve of more than 1 million m3 for 7 years. Each year, this enterprise exploits a maximum of 250 thousand m3 of land for leveling.
Enterprises performing mineral exploitation are required to strictly comply with periodic reserve reporting, exploiting at the correct permitted boundary, scope, depth, ensuring operating hours, number of vehicles, etc.
However, in 2024, the Company did not send statistical results and inventory of remaining mineral reserves in the area permitted for mineral exploitation to the Department of Natural Resources and Environment of Bac Giang province (now the Department of Agriculture and Environment of Bac Ninh province) for the Mineral Exploitation License granted according to regulations.
In 2024, the company did not update the current status map, the current cutting surface of the area where mineral exploitation is allowed for more than 6 months for minerals used as common construction materials according to regulations.
For the above violations, the Director of the Department of Agriculture and Environment fined Green House Architecture Construction and Trading Joint Stock Company 130 million VND.
At the same time, the enterprise is required to report the results of statistics and inventory of remaining mineral reserves; update the current status map and the current status of the area where mineral exploitation is allowed by September 30, 2025 to the Department of Agriculture and Environment.
It is known that at the end of 2023, the Chairman of the People's Committee of Bac Giang province (old) also issued a Decision to sanction Green House Architecture Construction and Trading Joint Stock Company for the act of exploiting minerals exceeding the permitted capacity and incorrectly declaring the actual mineral exploitation output.
According to the above Penalty Decision, in 2021, Green House Company was allowed to exploit 250,000 m3 of land, but in reality, it exploited more than 380.3 thousand m3, exceeding the permitted capacity by more than 130,000 m3.
The Company's second violation was incorrect declaration of actual mineral exploitation output of the reporting period: In 2021, the total actual mineral exploitation output was more than 380 thousand m3 (land in a compact, raw state) but in the periodic report, the enterprise only recorded exploitation of more than 248 thousand m3.
For the above two acts, Green House company was fined a total of 330 million VND.
