On June 18 and 19, Long An province organized a trial operation of the 2-level local government model, aiming to deploy the trial operation of the new commune level, especially the Commune-level Public Administration Centers before officially coming into operation from July 1, 2025.
Speaking at the Conference on organizing the trial operation of the 2-level local government model held online to the new bridge point of 60 communes and wards held on the morning of June 18, Chairman of the Long An Provincial People's Committee Nguyen Van Ut said that the conference on trial operation aims to help units review, inspect and comprehensively evaluate the synchronization of shared, specialized application systems and information technology infrastructure. Especially the administrative procedure settlement information system, from the reception and settlement stage to the return of administrative procedure settlement results.
The Chairman of the People's Committee of Long An province emphasized: "Tight coordination between agencies and units in trial operation is a mandatory requirement, in order to promptly detect inadequacies and problems in practical implementation to adjust and overcome before officially putting them into operation. The most important goal is to ensure that the new commune-level Public Administration Center operates smoothly and without interruption in handling administrative procedures for people and businesses from July 1, 2025".
The units have conducted a trial operation of 4 key systems, including: Online conference system - ensuring smooth and stable connectivity to serve the direction and operation work from the provincial to the commune level; Document management and operation system of the Party and State - carefully reviewing the two-factor synchronization, the ability to rotate and sign electronic documents and the effectiveness of work management, contributing to the modernization of the administrative system; The 1022 call center system - conducting a trial operation to test the ability to receive and handle people's feedback and recommendations quickly, accurately and effectively.
In particular, implementing a trial operation of the Administrative Procedures Resolution System - this is the focus and core, requiring units to review and carefully inspect the entire process from receiving documents, processing to returning results, to ensure convenience, transparency and timeliness for people and businesses. In addition to the Commune-level Public Administration Service Centers being able to receive and handle procedures transferred from the district level, they can also receive procedures that do not have administrative boundaries. The unit is developing a hypothetical situation of land change registration procedures under the authority of Kien Tuong ward, but the Long An ward Public Administration Service Center can receive documents when people come to submit.

Discussing at the conference, leaders representatives of the new communes and wards said that up to now, the necessary conditions have been basically ensured, ready for the units to come into operation; at the same time, leaders and civil servants at the grassroots level can immediately start work in the most favorable way.
In addition, some difficulties are still facing such as: the arrangement and repair of headquarters of other agencies; work will be implemented from July 1, clearly defining the task of decentralization and delegation of authority...
The Chairman of the Long An Provincial People's Committee requested provincial departments, branches, and sectors at the provincial and local levels to continue to urgently focus on completing all district-level tasks; reviewing and ensuring basic conditions on facilities, infrastructure, equipment, synchronous application systems and training, guidance on the use of systems serving the activities of the commune level and the new commune-level Public Administration Center; the departments reviewed new regulations in all fields to advise the Provincial People's Committee to guide localities to promptly implement.
