On July 24, information from the leader of the People's Committee of Nhan Hoa commune (Nghe An province) said that due to the discharge of upstream hydropower plants, floodwater from Lam river poured in en masse, causing thousands of households in the commune to be severely flooded.
During the day and night of July 23, local authorities urgently evacuated about 7,000 people to safety.
At around 5am on July 23, floodwaters from upstream began to overflow, causing local flooding in many houses located near streams or at the foot of hills. By the evening of the same day, the water continued to rise rapidly, peaking in the evening.
According to preliminary statistics, out of 22,000 households in the whole commune, more than 1/3 of households had their houses flooded, of which hundreds were flooded up to the roof.
From early morning, the commune government mobilized vehicles and human resources to evacuate people. By late afternoon, about 7,000 households had been brought to safety.
However, late on July 23, many households in high hills were still flooded into their houses. Upon receiving the emergency report, the local authorities continued to use a motorboat to evacuate 30 more households in Dinh Hop village.
According to the commune leader, the commune is currently completely cut off and isolated, so it is not possible to access it from the outside.
