Identifying limitations and shortcomings
In recent years, in M'Drak district (Dak Lak province), authorities at all levels have effectively implemented propaganda and dissemination of legal policies to people in ethnic minority areas. However, besides the achieved results, there are still many limitations and shortcomings.

According to research, a few local Party committees and authorities have not fully recognized and are responsible for directing the work of propagating and educating the law in ethnic minority areas.
This process has not been implemented regularly and continuously. At times, some places are seasonal according to the direction of superiors, lacking initiative and needs from the grassroots.
The role and responsibility of grassroots socio-political organizations sometimes do not focus on promoting propaganda and legal education for union members and association members.

Mr. Y Leo Mlo (the age of the village of Pa, Cu Prao commune) commented that cadres working in ethnic affairs need to continue to improve their knowledge and practical experience to be close to the people, close to the people, and understand the aspirations of the people.
Only then can ethnic and religious work be implemented sustainably and sustainably in the long term. The village elders and prestigious people like us will also have their duties reduced because they are old.

The leader of the Department of Ethnic Minorities and Religions of M'Drak district also admitted that the content and form of legal propaganda and education is still monotonous, not diverse and rich. The role of village elders and prestigious people in propagating and educating the law in some places has not really received attention and promotion.
The coordination between socio-political organizations and prestigious people in propaganda and legal education is sometimes, in some places, still lacking in tightness.
"The reason for this situation is that some Party committees and authorities at the grassroots level have not paid due attention to propaganda and legal education for people in ethnic minority areas.
The district's population is large, living in inter-class, not concentrated, life is still difficult... so the organization of propaganda and education for them is inadequate", added the leader of the Department of Ethnic Minorities and Religions of M'Drak district.

Proposals and recommendations for overcoming
Mr. Pham Ngoc Thach - Chairman of M'Drak District People's Committee - said: "In the coming time, the authorities in the district, especially the commune will overcome the limitations and shortcomings. At the same time, continue to have policies to support and improve the lives of ethnic minorities and mountainous areas.
According to Mr. Thach, the district continues to pay attention to effectively implementing the project "Promoting the dissemination of legal education and propaganda, mobilizing ethnic minorities and mountainous areas".

In addition, it is recommended that competent authorities open training courses to improve propaganda skills for cadres and civil servants working in ethnic affairs and prestigious people in localities. From there, build a model in communes in ethnic minority areas to promote propaganda, dissemination and education of the law.
The People's Committee of M'Drak district also advised the Provincial People's Committee to propose the Central Government to have a set of standard documents to serve the training and propaganda work, so that the locality can serve as a basis for developing appropriate topics and promoting efficiency.
This is a guideline for professional guidance on the dissemination and education of law for units with the task of disseminating and educating the law to ethnic minorities and mountainous areas.
