Construction settlement work is slower than regulations.
Quang Ninh District Party Committee (Quang Binh Province) has just announced the conclusion of the inspection of the Party Committee and key leaders of An Ninh commune.
Inspection work on leadership, direction and organization of implementation of thrift practice, anti-corruption and waste in budget management and use and public investment management, inspection time frame in 2021, 2022, 2023.
Accordingly, in the field of public investment management: The People's Council of the commune approved the public investment plan using the commune budget with 21 projects, total investment of 29,370 billion VND.
The Commune People's Committee has implemented investment in 15 projects, with a total investment of VND 27,868 billion; completed, accepted, handed over, and put into use 11 projects, with an acceptance value of VND 11,483 billion; 4 projects transferred to 2024 with a total investment of VND 7,098 billion; disbursed payment and advanced payment of VND 13.4 billion.
Basic works and projects are consistent with the commune's infrastructure development plan.
However, the District Party Committee pointed out limitations in public investment management. These include a number of projects that have not yet prepared and appraised investment proposal reports; some project files are still missing some documents, some documents are stored in photocopies; and project settlement is slower than prescribed.
The outstanding debts of the projects are quite large. As of December 31, 2023, the Commune People's Committee still owes and lacks capital of VND 15,354 billion/39 projects. Of which, the debt from 2020 and earlier is 24 projects with the amount of VND 1,063 billion; the projects completed in the period of 2021-2023 owe 10 projects, the amount of VND 7,984 billion; 4 projects transferred to 2024 still lack capital of VND 6,306 billion.
Through inspection, there were 3 projects with some items that were not in accordance with reality, the quality was not guaranteed, the materials were different from the design, and the volume was insufficient... at the project of building a new toilet for Primary School No. 2; the project of renovating, repairing and building a new toilet for the Commune People's Committee; the project of upgrading the campus, gate and fence of An Ninh Secondary School.
Learn from experience, overcome limitations
In addition, the report also pointed out some shortcomings: The leadership, direction and implementation of Party and State documents on anti-corruption and anti-waste work are sometimes not regular. The Party Committee has not developed a plan and organized the implementation of specialized inspections and supervision on thrift practice, anti-corruption and anti-waste in the field of budget management and use and public investment management. The activities of the People's Inspectorate and the Community Investment Supervision Board are not very effective.
The Standing Committee of the District Party Committee requested the Commune Party Committee to: Strengthen inspection and closely monitor construction investment projects in the area to ensure quality; coordinate with relevant agencies to complete settlement records and direct relevant officials and civil servants to fully supplement records and procedures for projects. Arrange capital sources to repay debts of completed projects before implementing new projects.
For construction items that are not in accordance with reality, make deductions from the construction settlement and require the contractor to fix damaged items that are not in accordance with the design as pointed out by the inspection team.
At the same time, request the Party Committee of An Ninh commune to seriously learn from experience and direct the overcoming of limitations and shortcomings through inspection.
