As of 9:00 a.m. on November 13, 2025, according to an update from Vietnam Electricity Group, Hoa Binh Lake recorded upstream water levels at elevation of 115.99m; water flow to the lake reached 856m3/s; total discharge was 849m3/s.
Implementing the inter-reservoir operation process in the Red River basin, Hoa Binh Hydropower Plant closed 1 bottom spillway gate at 9:00 a.m. on November 12, 2025. After closing the bottom spillway, the total amount of water released downstream will decrease to 2,400m3/s, the water level in the downstream area of the hydropower dam will decrease rapidly.
At Tuyen Quang Lake, at 9:00 a.m. on November 13, the upstream water level reached 119.32 m; the water flow to the lake reached 379 m3/s; the total discharge was 375.49 m3/s.

As of 8:00 a.m. on November 13, Son La Lake recorded upstream water levels at 215.59 m; water flow to the lake was 643 m3/s; total discharge was 643 m3/s. Currently, the unit has closed all bottom spillways, only maintaining power generation through generators to regulate the flow downstream.
Similar situation occurred at Lai Chau Lake, as of 9:00 a.m. on November 13, the upstream water level reached 294.24 m; the water flow to the lake reached 1,105 m3/s; total discharge was 1,310 m3/s. Currently, Lai Chau Hydropower Plant has also closed all bottom spillways, only maintaining power generation through generators.
As of 9:00 a.m. on November 13, Thac Ba Lake recorded upstream water levels at 58.05 m; water flow to the lake reached 238 m3/s; total discharge of 373.02 m3/s. Currently, Thac Ba Hydropower Plant only maintains 2 spillways.
Up to this point, most large hydroelectric reservoirs in the North have simultaneously closed their bottom spillways, showing that the water source situation has stabilized, creating conditions to ensure safety downstream and maintain stable power production.
According to the National Center for Hydro-Meteorological Forecasting, today, November 13, the cold air continues to strengthen and weaken to the South. At Bach Long Vi station, there were strong Northeast winds of level 5, sometimes level 6, gusting to level 7.
Due to the influence of weakly strengthened cold air combined with the high-altitude phase, from now until November 15, in the Northern region, Thanh Hoa and Nghe An, there will be few clouds and sunny days.
During the nights from now until November 15, the lowest temperature in the Northern region, Thanh Hoa and Nghe An will drop sharply, generally between 16-18 degrees Celsius, in the mountainous areas of the North, some places will be below 13 degrees Celsius. The night and early morning in these areas will be cold, in the high mountains, some places will be very cold.
