On the morning of July 19, Typhoon WIPHA entered the East Sea, becoming the third storm with winds of level 9, gusting to level 12. It is forecasted that the storm will continue to strengthen and cause heavy rain in many areas of the North, including Phu Tho - a place with a high risk of flash floods and landslides in mountainous areas.
In the face of the above situation, the People's Committee of Phu Tho province issued telegram No. 02/CD-CT, requesting units and localities to closely monitor storm developments and activate appropriate response plans for each region.
Functional agencies strengthen inspection of dykes and dams, proactively discharge flood plans to regulate water appropriately, limit damage to agricultural production and people's lives.

The Department of Agriculture and Environment of Phu Tho province has directed the organization of 24/7 duty, closely coordinating with localities to review vulnerable points, aquaculture, livestock farming areas and residential areas at risk of impact.

According to Mr. Bui Duy Linh - Deputy Director of the Department of Agriculture and Environment, the Department has issued a document directing and recommending aquaculture households to reinforce pond banks, check flood discharge systems, anchor cages, and move to areas with light or near shore water flow.
For livestock, it is necessary to proactively cover the barn, reserve food and drinking water and prepare plans to move livestock to higher ground. After the storm, it is necessary to urgently handle the environment and report damage.
Meanwhile, armed forces, police, and organizations at all levels were also mobilized to support evacuation and rescue. People in low-lying areas and along rivers and streams are advised not to be subjective, closely monitor weather reports and warnings from authorities to proactively prevent them.

According to Hoa Binh Hydropower Company, the water level of Hoa Binh Lake is lower than the water level prescribed in the Inter-reservoir Operation Procedure (101m). Implementing the instructions of the Minister of Agriculture and Environment, the Company is maintaining the opening of 1 floodgate.
Talking to PV of Lao Dong Newspaper, Mr. Pham Van Vuong - Director of Hoa Binh Hydropower Company informed that as of 11:00 a.m. on July 21, the upstream water level of Hoa Binh Lake was at 100.52m; total discharge was 3,836 m3/s.
The lake's water level continues to decrease. The company has been continuing to closely monitor the flood situation in the river basin, coordinating with Son La Hydropower Company in the upstream to be ready to receive floodwaters and take measures to cut floodwaters downstream.
