Minister of Transport Tran Hong Minh said that in 2024, the Ministry of Transport disbursed about 60,200 billion.

Speaking at the Conference to review the work in 2024 and deploy key tasks in 2025 on the afternoon of December 30, Minister of Transport Tran Hong Minh said that in 2024, the Ministry of Transport was assigned about 75,481 billion VND (of which 71,288 billion VND was assigned and extended according to the 2024 Plan; 4,193 billion VND was additionally assigned from November 2024).

It is expected that by the end of December 2024, the Ministry of Transport will disburse about 60,200 billion VND, reaching 80% of the plan and striving to reach 95% of the plan by the end of the fiscal year.

Regarding the work of building and perfecting institutions, the Minister of Transport said that during the year, the Ministry issued 33 Circulars under its authority; completed and submitted to the Government 10/10 draft documents according to the Program and Plan. The Government issued 14 Decrees (of which, 05 Decrees were submitted in 2024 and 09 Decrees were submitted in 2023), the Prime Minister issued 01 Decision consulted by the Ministry of Transport.

The work of establishing and implementing specialized plans has also been focused on. The Ministry of Transport is one of the first ministries and sectors to complete 5/37 national sector plans.

The Ministry of Transport has also submitted and received approval from the Prime Minister for adjustments to the Master Plan for Vietnam's seaport system for the 2021-2030 period, with a vision to 2050; adjustments to the Master Plan for Vietnam's road network and inland waterway infrastructure for the 2021-2030 period, with a vision to 2050; and is finalizing adjustments to the Master Plan for the railway network for the 2021-2030 period, with a vision to 2050.

The Ministry of Transport has also approved local adjustments to the planning of Noi Bai, Ca Mau, Pleiku, Cat Bi, and Lien Khuong airports. At the same time, the Ministry of Transport is currently focusing on completing and submitting to the Prime Minister specialized technical plans for roads, railways, maritime and some plans for Da Nang International Airport, Tuy Hoa Airport, Phu Quoc International Airport, Dong Hoi Airport, Vinh International Airport...

In 2024, the Ministry of Transport has started 10 projects, inaugurated and put into operation 08 projects, many complicated problems and difficulties have been focused on handling and resolving such as site clearance, material sources for projects, especially in the Southern region. Up to now, the progress of key projects has been ensured, some North-South expressway component projects from Quang Ngai to Khanh Hoa are expected to be completed 03 to 06 months ahead of schedule.

Regarding roads, the Ministry has also advised the National Assembly to approve the investment policy for the Gia Nghia - Chon Thanh Expressway Project. It has started 8 projects and completed and put 7 projects into operation, bringing the total number of kilometers of expressways nationwide to 2,021 kilometers.

Regarding aviation, the National Assembly has approved the adjustment of the investment policy for the Long Thanh International Airport Project; the progress of the Long Thanh International Airport projects and the T3 Passenger Terminal project - Tan Son Nhat International Airport is basically guaranteed, especially DATP 2 and DATP 3 of Long Thanh International Airport have many items exceeding the plan.

Regarding railways, the National Assembly has approved the investment policy for the high-speed railway project on the North-South axis; the Lao Cai - Hanoi - Hai Phong project is being actively implemented to strive to start construction by the end of 2025...

Regarding maritime and inland waterways, the project to increase the clearance of road and railway bridges crossing the National Inland Waterway Route - Phase 1 (Southern Region) has been started; the project to renovate and upgrade maritime channels to ports in the Southern Nghi Son area has been completed and put into operation; the project to renovate and upgrade the waterway routes to ports in the Southern Nghi Son area has been completed and adjustments are being made to the 03 construction packages of the Cai Mep - Thi Vai waterway upgrade project; the loan agreement for the Southern Region Waterway and Logistics Corridor Development Project is being signed (striving to start construction in the fourth quarter of 2025).
