Traffic despite warning of danger
The coastal road section through Hai Phong City includes 2 projects: the Coastal Road Construction Investment Project through Hai Phong City and 9 km in Thai Binh Province under the BOT Contract (BOT project) and the Coastal Road Expansion Investment Project through Hai Phong Province from Provincial Road 353 to Thai Binh Bridge (expansion project).

Of which, the BOT project was implemented since 2018. The total length of the route is 29.7 km, starting at the intersection of provincial road 353 at Dong Neo intersection (km11+800 provincial road 353) in Do Son district, Hai Phong; the end point on National Highway 37 connects with the section of the coastal road project through Thai Binh province, in Thai Thuy district, Thai Binh province. The total investment capital of the project is 3,758,600 million VND.
According to the report of the Hai Phong City People's Committee, after 6 years, this project has only completed about 72% of the construction volume value, 15 months later than the extended time (must be completed in June 2023) and will continue to be extended due to some problems.
Recorded by Lao Dong reporter on the morning of February 19, many sections of the construction road are unfinished, with bricks and stones lying around. Many locations on the road have large concrete plates to limit traffic, on the concrete plates are warning of construction sites under construction, " prohibited entry", "danger". However, vehicles still pass by regardless, from trucks, cars to rudimentary vehicles.
Overcoming the situation of overtaking
In response to the above reality, in an interview with Lao Dong, the leader of the Hai Phong City Traffic Construction Investment Project Management Board (managing the Coastal Road Expansion Investment Project) said that the road has not been completed and put into use, so the project investors are still placing concrete to block traffic.
Through initial investigation, construction vehicles of another project "borrowed the road" to transport materials, dragging many vehicles of the people across the road and Van Uc bridge (one of the project items).

Immediately after receiving a press report, on the morning of February 20, the Project Management Board requested the BOT project investor to take timely measures to prevent vehicles from circulating to ensure safety. Regarding this project, according to the representative of the Management Board, the project is temporarily suspended to carry out procedures to terminate the investment and change the investment form. It is expected that the project can be implemented and completed by 2026, and put into operation in 2027.
Previously, on July 1, 2023, at the coastal road project site, a serious traffic accident occurred between a car and a motorbike. As a result, 2 people on the motorbike were injured and died, of which the deceased was a 14-year-old woman, D.T.Th. The project investor later installed a 1m high concrete barrier to prevent vehicles from entering the road. However, in a short time, vehicles still crossed the fence and traveled on the unfinished construction route.
