On December 29, information from the People's Committee of Nghe An province said that this agency has just issued Decision No. 4820/QD-UBND on promulgating the Administrative Reform Plan of Nghe An province in 2026, with the implementation theme: "Decisive action, tightening discipline, strengthening construction".
In 2026, the province aims to put people at the center, considering the satisfaction of people and businesses as a measure of service quality.
According to the plan, Nghe An synchronously deploys 6 pillar groups including: institutional reform; administrative procedure reform; organizational structure reform; public service regime reform; public finance reform; and application - development of e-government, digital government. The Provincial People's Committee emphasized the requirement to build an administrative apparatus "Tight - Compact - Strong - Effective - Effective - Effective", in parallel with tightening discipline, order and accountability.

One of the important targets set is that over 98% of administrative procedure dossiers must be resolved correctly and ahead of schedule, publicizing the responsibility for resolution; delayed dossiers must be explained and apologized to in writing according to regulations. The province sets a target of satisfaction level of people and businesses reaching at least 95%, especially in the fields of land, investment, and construction striving to reach over 85%.
Regarding institutional improvement, the Provincial People's Committee assigns departments and branches to strengthen the review of legal normative documents, promptly handle overlapping or no longer practical regulations. 100% of documents must ensure correct promulgation of authority, order, and form; promote dissemination and education of laws through the application of technology and digital platforms.
Nghe An requests to continue to cut internal procedures, standardize forms, and fully publicize them in the digital environment; strengthen support for non-cash payments; expand the reception of administrative procedures that do not depend on administrative boundaries within the provincial scope. Public Administrative Service Centers must publicly announce procedures and times, avoiding arising requirements outside regulations.
In the organizational structure content, the province continues to arrange administrative units, adjust personnel in accordance with the two-level local government model; periodically implement job position changes to ensure transparency; link cadre evaluation with work products and task performance results.
Regarding public finance, the plan requires restructuring budget expenditures in the direction of reducing regular expenditures, increasing development investment expenditures; expanding public disclosure of finalization - budget estimates in the digital environment; digitizing data, applying electronic invoices, electronic budget payments; strictly control funding proposals and implement recommendations after inspection and audit.
In the content of digital transformation, the province aims to complete the data infrastructure, synchronize the system of digital signatures, electronic operation; 100% of directing, operating and internal management activities of departments and branches operate on a digital platform; deeply deploy Project 06 on population data, electronic identification, and interconnection with the Government's reporting system.
The Provincial People's Committee assigns the Department of Home Affairs to be the standing agency, responsible for inspecting at least 20%–30% of agencies and units; the Office of the Provincial People's Committee presides over the work of controlling administrative procedures; the Department of Justice, Department of Finance, Department of Science and Technology, Provincial Police, Department of Education and Training, Department of Health and media agencies assigned to deploy according to fields.
The Provincial People's Committee requests agencies and units to issue implementation plans before January 20, 2026; periodically report quarterly, 6-monthly and annually; strictly implement accountability, overcome limitations; take administrative reform results as criteria for evaluating task completion.
