On December 10, according to the reporter's source, the People's Committee of Cao Bang province has just issued the 2025 Administrative Reform Plan (ARP) and a detailed appendix of tasks, aiming to improve the effectiveness and efficiency of the state apparatus, meeting the requirements of socio-economic development and serving people and businesses.
The plan identifies 7 key groups of tasks including direction and management, institutional reform, administrative procedure reform, organizational reform, public service reform, public financial reform and building e-government and digital government.
In particular, the province requires departments and branches to strengthen direction, organize thematic conferences on administrative procedures, evaluate implementation results, inspect at least 20% of units and maintain periodic dialogues with people and businesses.
Regarding institutional reform and administrative procedures, the province requires strict review and control of legal documents; simplify and reduce at least 20% of the time for handling administrative procedures; and at the same time, fully publicize the list of administrative procedures on the electronic information portal.
In the field of digital transformation, Cao Bang has stepped up improving the quality of online public services, digitizing records, effectively implementing the one-stop electronic mechanism and implementing the settlement of administrative procedures regardless of administrative boundaries within the province.
The province also focuses on reviewing and arranging the organizational apparatus, linking staff streamlining with improving the quality of the team of cadres, civil servants and public employees.
In addition, Cao Bang issued a plan to evaluate the 2025 CCHC Index for departments and agencies across the department to ensure that the assessment is carried out objectively and honestly.
The scoring process is implemented from self-assessment, providing evidence to appraisal by the Provincial Appraisal Council, expected to announce the results before February 5, 2026.
