On December 15, 2025, information from the People's Committee of Nghe An province said that it had just issued Official Letter No. 13733/UBND-KT on the implementation of arrangement, arrangement and handling of housing and land facilities after the arrangement of the apparatus and administrative units at all levels, in order to speed up progress according to the direction of the Ministry of Finance, the Prime Minister and the Standing Committee of the Provincial Party Committee.
Accordingly, agencies, organizations and units must urgently review all houses and land facilities under their management, clearly identifying cases subject to arrangement and handling according to Decree No. 03/2025/ND-CP and Decree No. 286/2025/ND-CP. For establishments that have not yet approved the plan, they must declare and develop a plan to submit to the Department of Finance for synthesis and submission to the Chairman of the Provincial People's Committee for approval, no later than December 20, 2025.
The handling of houses and land is carried out on the basis of the approved plan, ensuring publicity, transparency, and compliance with regulations, avoiding loss, waste, and negativity. The province requires reviewing and thoroughly handling facilities that are encroached upon, disputed, used for the wrong purpose or lack legal documents.
The Provincial People's Committee assigned the Department of Agriculture and Environment and the People's Committees of communes and wards to consider granting Land Use Rights Certificates to qualified establishments but lacking documents, without waiting until the arrangement is completed.
For surplus public assets, the handling is carried out in accordance with the Law on Management and Use of Public Assets and Decree No. 186/2025/ND-CP (amended and supplemented), prioritizing the arrangement of headquarters for the new apparatus, the fields of health, education, culture, sports, commune police and public purposes. For assets in remote areas that are no longer suitable for use, they can be considered for demolition and transfer of land funds to local management according to regulations.
The Provincial People's Committee assigned the Department of Finance to preside over guidance, monitoring, and urging implementation; the Provincial Inspectorate strengthens inspection, supervision, and handling of violations. Heads of agencies and units are responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if there are delays or violations.
