On June 18, information from the Department of Agriculture and Environment of Nghe An province said that the unit had just issued document No. 7578/SNNMT-KS on solving the need for leveling land to serve projects. The document was signed and issued by Mr. Le Quang Huy, Deputy Director of the Department.
According to the Nghe An Department of Agriculture and Environment, currently in the province, many key projects, socio-economic development projects and other civil works are and will be implemented. The demand for building materials such as soil, rock, and sand in 2026 and the following years is very large. To prepare on-site materials in a timely manner, reduce total investment, save costs and accelerate progress, the Department requests the People's Committees of communes and wards to focus on implementing a number of key contents.

Localities need to pay attention to recovering the surplus leveling land volume from renovation and construction activities on residential land and agricultural land of households and individuals. The Department affirmed that this is a legal source of materials, which needs to be effectively recovered to serve projects and people's needs, preventing waste and causing budget losses. The Department has issued documents guiding commune-level People's Committees to implement, in which the administrative procedure for confirming mineral recovery registration has been announced by the Provincial People's Committee.
For works and projects in areas where mines have not been licensed, when preparing dossiers, it is necessary to study and review the surplus raw material sources from household land improvement activities or survey suitable raw material areas for approval with the project. This is to prevent the illegal use of minerals, causing damage to the budget.
The Department also requests localities to grind and reuse concrete, mortar, bricks, and tiles wasted from the dismantling of old works for re-production of construction materials or leveling, contributing to reducing scarcity, deficit and protecting the environment.
For localities that regularly need filling land but do not have licensed mines, the Department proposes to survey prospects and propose areas to submit to the Provincial People's Committee to include in the mineral exploitation rights auction plan.
