Some headquarters have changed their purpose of use
Many agency headquarters after arranging the apparatus have not been exploited and used, such as the headquarters of the Nghe An Department of Culture, Sports and Tourism, the Nghe An HIV/AIDS Prevention Center and some headquarters in Cua Lo ward.
For redundant headquarters after arrangement, the province stipulates temporarily assigning them to the new commune-level government for management, then developing a plan to convert functions to serve the community such as health stations, schools, libraries, public administrative centers or cultural and sports facilities. In case there is no longer a need to use them, they will be recovered and handed over to the land fund management unit for exploitation according to regulations.
The arrangement of public assets is implemented in three phases including inventory, asset handover; exchange, transfer and rearrangement of headquarters; and development of a plan to handle surplus assets.
Some headquarters have been relocated to serve new purposes. In which, the old headquarters of the Nghe An Department of Culture, Sports and Tourism at No. 74 Nguyen Thi Minh Khai was handed over to the Nghe An Provincial Land Fund Development Center for management and exploitation according to regulations. The old headquarters of the Nghe An Center for HIV/AIDS Prevention and Control was handed over to the Nghe An Endocrinology Hospital for reception and use for professional activities.
Localities flexibly arrange headquarters
In Tam Thai commune, the main headquarters is located at the headquarters of Tam Hop Commune People's Committee (old), more than 20km from National Highway 7. Meanwhile, the old headquarters of Tam Thai commune is located right on the national highway, convenient for traffic but no longer an administrative center.
To solve this problem, Tam Thai Commune People's Committee arranged work schedules according to two locations. The first three days of the week, officials worked at the Public Administration Center located at the old headquarters near National Highway 7; the last three days of the week working at the main headquarters. Although the travel distance between the two locations is nearly 30km, causing difficulties for officials, people in both areas can access administrative services conveniently.
According to the local plan, the old headquarters of Tam Thai commune will be renovated into a community cultural space to organize fairs and events and handed over to the Public Service Supply Center for management. Some old school sites in remote villages are expected to be used as combat duty places for military forces or dormitories for teachers.
In urban areas, after the merger, Vinh Hung ward continues to exploit existing public offices. The ward Party Committee is located at the Quan Bau Ward People's Committee headquarters (old), and the ward People's Committee headquarters is located at the Nghi Kim Commune People's Committee headquarters (old). The system of cultural houses, hamlets, schools and health stations from old units continues to operate, contributing to effectively utilizing facilities and meeting community living needs in densely populated urban areas.
According to Mr. Bui Thanh An - Standing Vice Chairman of Nghe An Provincial People's Committee, in the process of handling redundant headquarters, the province requires that public assets must be truly handed over and converted to function in practice, avoiding wasting state assets and serving people and businesses best.
