Policy on receiving non-specialized commune-level workers into civil servants

The Ministry of Home Affairs responds to the proposal to have a policy of prioritizing the reception of non-specialized commune-level workers into civil servants.

The Ministry of Home Affairs has just responded to the proposal of Vinh Long province related to the issuance of a policy to prioritize the reception of non-specialized commune-level workers to become civil servants, and at the same time clarify some contents on the direction of management and use of this team in the coming time.

In a document sent to the Ministry of Home Affairs, Vinh Long province proposed to soon issue a new decree on management and use of public employees according to the 2025 Law on Public Employees, which includes a policy of prioritizing the reception of non-specialized commune-level workers into public employees in order to utilize local human resources with practical experience.

Responding to the proposal, the Ministry of Home Affairs said that it is coordinating with relevant agencies to submit to the Government for promulgation a decree regulating the recruitment, use and management of public employees according to the Law on Public Employees 2025.

This Decree will replace Decree No. 115/2020 and Decree No. 85/2023, and at the same time specify the cases to be admitted to become civil servants.

According to the Ministry of Home Affairs, the draft decree will clarify the recipients according to Clause 2, Article 20 of the Law on Cadres and Civil Servants, in which, in addition to the form of competitive examination and admission, management agencies can decide to admit to become civil servants for a number of special cases.

These cases include experts, scientists, lawyers, good lawyers, typical and outstanding businessmen who are attracted to work in agencies of the Party, State, Vietnam Fatherland Front and socio-political organizations.

In addition, cases of officials, salaried people in the People's Army, People's Police, information organizations or people with experience who immediately meet the requirements of job positions at agencies and organizations in the political system are also considered for admission.

Regarding the proposal of Vinh Long province on the need for new policies and new orientations to arrange non-specialized workers to continue contributing to the locality, the Ministry of Home Affairs said that it has issued Official Dispatch No. 12 guiding the arrangement, arrangement and implementation of regimes and policies for this group of subjects, based on the conclusions of the Politburo and the Secretariat on arranging administrative units and the 2-level local government model.

In addition, the Government has also issued Decree No. 154/2025 on streamlining staff, which specifically stipulates regimes and policies for non-specialized workers directly affected by the arrangement of the organizational structure, in order to ensure their rights according to regulations.

In the coming time, the Ministry of Home Affairs will continue to preside over and coordinate with ministries and sectors to research and improve regulations related to regimes and policies for non-specialized workers, ensuring compliance with the Central Government's guidelines and the practical conditions of each locality.
