Lang Son Provincial Sports Complex is built in Dong Kinh ward on an area of about 29 hectares, with a total investment of more than 500 billion VND, from the central and local budgets. The project is implemented in the period 2021-2027.
According to the design, the multi-purpose gymnasium has 3,000 fixed seats and 1,000 mobile seats, serving basketball, volleyball, badminton, handball, futsal, table tennis and martial arts. The 3-story building has a total floor area of about 14,000 m2.
The project also has a sports training center, a residential area serving 300 athletes, coaches and referees; a football field, 4 tennis courts with 1,000-seat stands, a basketball and volleyball court, and a synchronous technical infrastructure system.
However, the progress of site clearance is becoming the biggest obstacle.
According to information from the Lang Son Provincial Construction Investment Project Management Board, as of June 9, functional agencies had counted 194 out of a total of 207 affected households, handed over 11.18 hectares out of a total of 28.72 hectares of land to be recovered. The contractor at that time had excavated the organic soil layer and leveled the ground on about 8.87 hectares.
However, by July 15, the number of households counted increased to 195, the handed-over area reached 12.33 ha. The area that has been excavated and leveled reached 9.37 ha, only an increase of 0.5 ha compared to the beginning of June.
Thus, after more than a month, the project only counted one more household, handed over an additional 1.15 ha and expanded the leveling area by an additional 0.5 ha.
The handover of land without continuous plots makes it difficult for contractors to organize synchronous construction, and at many times there is no more ground to continue foundation construction.
Lang Son Provincial People's Committee assessed that the progress of site clearance has not shown clear changes, posing a potential risk of affecting the goal of completing phase 1 in 2027.
Dong Kinh Ward People's Committee is requested to definitively handle the site in the multi-purpose gymnasium area, athlete accommodation, training house and drainage system.
The lottery for resettlement locations for households whose houses are recovered must be completed no later than July 23.
The Provincial Land Fund Development Center is assigned to complete measurement and inventory of the entire area before August 15; and at the same time urgently develop a plan for compensation, support and resettlement for eligible cases.
For households that have been mobilized and dialogued many times but still do not comply, the government must complete land acquisition dossiers and consider coercion in accordance with regulations.
While waiting for more land, the contractor constructing the multi-purpose gymnasium must focus manpower and equipment, striving to complete mass pile driving in August. The Project Management Board is also required to accelerate acceptance and payment, ensuring full disbursement of the 2026 capital plan.
