According to the summary of the current status of dangerous self-opened railway crossings in localities of the Vietnam Railway Authority, as of July 2025, Ninh Binh province has up to 227 crossings.
In August, Lao Dong Newspaper's reporter noted that the North-South railway line through Truong Thi ward, Ninh Binh province still has many self-opened crossings across the railway.
Right on Van Cao Street, Truong Thi Ward, there are openings opposite houses, but there are no fences, only warning signs "be careful with trains". Mr. Tran Cong Luat (in Truong Thi ward) said: "I, like many people in the area, strongly support the closure of self-opened crossings across the railway to ensure safety and avoid unfortunate accidents".




In Duong Lai village (old Thanh Loi commune, now Truong Thi ward), there is a railway crossing about 3m wide. Every day, many vehicles pass through this path but have limited visibility due to trees and no guardrails when the train arrives. To minimize the risk of traffic accidents at this railway crossing, since 2019, the railway industry has had a temporary solution of arranging guards every time a train passes
In order to strengthen the implementation of ensuring order in traffic safety corridors and completely handling self-opened crossings across railways, the People's Committee of Ninh Binh province has just sent a document to the Provincial Traffic Safety Committee; departments, branches, sectors and People's Committees of communes and wards.
In particular, the People's Committees of communes and wards where the North-South railway line passes through are required to strengthen the organization of the implementation of the responsibility of managing and protecting railway infrastructure according to regulations; preside over and coordinate with Vietnam Railway Corporation to urgently organize the immediate clearance of locations violating the railway traffic safety corridor; review and determine the location of self-opened paths that are dangerous for traffic safety; implement fences, remove as much as possible self-opened paths in the area without having to build auxiliary works (collection roads, overpasses, etc.).

For self-opened crossings that cannot be fenced off or eliminated in 2025, continue to apply measures to ensure traffic safety such as organizing traffic flow for motor vehicles passing through the railway at legal crossings, minimizing the movement of heavy vehicles through self-opened crossings.
In addition, maintain a full system of signs and warning signs at intersections between roads and railways; arrange human resources to guard traffic safety at self-opened crossings that pose a high risk of traffic accidents.
