Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has just signed a decision to ensure environmental order, safety and hygiene during the construction of works in Hanoi.
This decision aims to ensure order, safety and environmental sanitation during the construction, demolition, repair and renovation of works; the transportation of components, construction materials, and construction waste in Hanoi city. Applicable to Departments and branches under the Hanoi People's Committee; People's Committees of communes and wards; investors, contractors, organizations and individuals related to investment and construction activities.
General construction principles
Hanoi sets out a general principle that the construction of works must ensure the safety of people, equipment, and works within the construction area and neighboring areas; take preventive measures, prevent, and promptly respond to possible incidents.
Ensure safety for adjacent works and surrounding technical infrastructure; when constructing adjacent works, compensation and remediation of consequences must be carried out in accordance with regulations.

Ensure environmental sanitation throughout the construction process; fully implement all measures in each stage: collect, package, transport, handle, recycle, limit dust, noise, vibration and polluting agents that do not negatively affect the environment and the lives of surrounding residents.
Comply with current technical standards, regulations, legal regulations and requirements of competent state management agencies on environmental safety and hygiene in construction.
Special requirements for Hanoi's old and bustling neighborhoods
In addition to complying with general regulations, the Hanoi People's Committee requires investors when constructing works in the old quarter, old quarter, and urban areas to clearly state the construction time, transportation route, and location of materials and equipment in the construction plan.
