Receiving salary arrears before Tet holiday

On the afternoon of February 13, the Department of Health of Ca Mau province sent a report to the Provincial People's Committee on the situation of salary arrears and salary-based amounts of public employees at Phuoc Long Regional Health Center, Ca Mau province.

Previously, many medical staff at Phuoc Long Regional Medical Center, Ca Mau were owed salaries and salary items for 3 consecutive months. By February 12, which is the 25th day of Tet, one day before the Lunar New Year holiday, they had not yet received enough salary.

Faced with the frustration of medical staff, the Chairman of Ca Mau Provincial People's Committee assigned the Vice Chairman of the Provincial People's Committee, the Provincial Department of Health and related units to coordinate in reviewing, proposing solutions and considering temporary funding for Phuoc Long Regional Health Center to pay the December 2025 salary debt and January, February 2026 salary.

After reviewing, Phuoc Long Regional Health Center was considered and approved by social insurance to advance 9 billion VND... From the advance fund, Phuoc Long Regional Health Center fully paid salaries, allowances and contributions according to outstanding salaries for December 2025, January and February 2026 to employees of more than 8.7 billion VND on February 13.

Clearly define the responsibility for the situation of salary arrears.

Previously, the Chairman of Ca Mau Provincial People's Committee had a document reminding about late payment and salary arrears. Through monitoring the situation reflected by people in the area, the organization of payment of some regimes and policies is still slow, directly affecting the rights of beneficiaries.

Ca Mau clearly identified that this situation causing public outrage is not in accordance with the spirit of the Prime Minister's direction on urging the implementation of tasks to serve the people welcoming the Binh Ngo Lunar New Year in 2026.

To overcome and ensure that policy beneficiaries receive full regimes and policies from the Central Government and localities, stabilize their lives, celebrate spring, and celebrate Tet, the Chairman of Ca Mau Provincial People's Committee requested the Department of Home Affairs to preside over and coordinate with units and localities to urgently review the progress of payment of regimes for people with meritorious services, social protection and social security policies.

The Social Insurance Agency is assigned to review and compare the list of beneficiaries, ensuring to pay to the right beneficiaries, without allowing delays, omissions, or duplication of beneficiaries.

The Chairman of Ca Mau province requested the postal agency to review and arrange sufficient personnel, vehicles, and appropriate payment points, not to let people travel many times due to late payment organizations and be responsible if payment delays occur due to subjective errors in the process of organization and implementation.

Commercial banks are requested by the province not to carry out deductions, debt collections or integrate financial service provision activities that affect the rights of beneficiaries when implementing payment of regimes and policies and ensure that payments through accounts are carried out quickly, promptly, and accurately.

Units complete the payment of the above regimes, ensuring completion before the Lunar New Year," Chairman of Ca Mau province clearly directed.

The Chairman of the Provincial People's Committee also requested departments, branches, and localities to strengthen inspection and supervision of payments in the area; handle or propose handling responsibilities for collectives and individuals who made mistakes or delayed payment of regimes and policies to beneficiaries.
