"Fraudulent" projects in large hospitals
Kien An Hospital is a Grade I general hospital in the city, receiving an average of more than 600 patients per day. However, currently, about 50% of the project is guaranteed to serve professional activities, the remaining 50% is degraded items.

Some areas of the house walls are peeling, making patients feel uneasy, the professional work of the team of doctors and nurses is also affected.
In addition to this area, the Foreign - Defense housing area built from 2004 to present has also degraded, the walls are peeling, patchy, and moldy. The Infectious Diseases Department (Tropical Diseases Department) is in a similar situation. In particular, the Office building - ENT Department - X-rayed camera used since 1961, after more than 64 years, has seriously degraded, the ceiling of the 2nd floor has a large crack, which is at risk of insecurity, especially during the rainy and stormy season.
Meanwhile, Hai Phong Lung Hospital - a specialized hospital class II, with the function of examining, treating and preventing tuberculosis and lung diseases, also receives an average of 5,000 inpatients per year. The hospital has 14 construction items on a total area of over 15 hectares, of which 7 construction works from 1974-1975 to present have been seriously degraded, not ensuring medical examination and treatment, including 3-storey patient treatment house C; 2-storey patient treatment room, Pharmacy, testing, medical examination; Infection control house; wastewater treatment area, analyst; endoscopy.
Many works have cracks, water seepage, local rust, subsidence, no longer able to enhance safety, and do not meet the requirements of fire prevention and fighting. The old buildings do not have technical ceilings, no central ventilation and air conditioning systems. The C-house area for treating patients has 3 floors, the 3rd floor is currently unusable because after Typhoon Yagi in 2024, the glass door and wooden door systems broke and were broken without investment to replace or repair them. The 5-storey treatment area, although only used for about 20 years, has also shown signs of deterioration.
Ms. Nguyen Thi Thanh - a patient's family member said that the hospital has a spacious and airy campus but the facilities are increasingly degraded.

Proposal to invest more than VND29,000 billion in the 2026-2030 period
According to the Department of Health, in the period of 2021 - 2025, the health sector was allocated a budget of nearly 4,200 billion VND to implement projects to renovate, build and purchase essential equipment.
The East Hai Phong area has invested in 9 projects with a total cost of about 945 billion VND (4 projects completed and put into use in 2024; 5 projects are being implemented); the West Hai Phong area has 11 public investment projects with a total cost of about 3,232 billion VND (3 projects completed; 3 projects expected to be completed in 2025 and 2026; the remaining projects are being implemented). Although the demand for investment in the development of the health sector is very large, public investment only meets a small part.
To meet the needs of infrastructure development for medical examination and treatment facilities in the city in the period of 2026 - 2030, the health sector is expected to have a total cost of more than VND29,000 billion. Of which, the proposed capital demand from public investment is about VND 15,800 billion, the estimated investment allocation for city-level health facilities is more than VND 7,900 billion, accounting for 50.4%; regional hospitals and health centers is more than VND 5,800 billion; commune-level health stations are more than VND 2,000 billion.
In the immediate future, the Department of Health proposed prioritizing the implementation of 21 public investment projects in the period of 2026 - 2030, with a total estimated investment of more than 5,700 billion VND.
The leaders of the Hai Phong City People's Council requested the Department of Health to coordinate with the Department of Finance to review and propose investment projects that are suitable for orientation, focused on and serve the development of the industry. Prioritize investment in specialized hospitals that less attract private capital, upgrade medical facilities to increase autonomy, reduce budget burden and expand service scope. At the same time, focus on investing in infrastructure for wastewater treatment, medical waste and fire prevention and fighting in hospitals.
