At the conference, Mr. Thai Dai Ngoc - Member of the Party Central Committee, Secretary of Gia Lai Provincial Party Committee - emphasized that the preliminary review aims to comprehensively assess the process of implementing the Central Government's policy on arranging and streamlining the organizational structure; improving the efficiency, effectiveness, and efficiency of the political system's operation.
According to the Secretary of Gia Lai Provincial Party Committee, the Central Steering Committee requested that the preliminary review must ensure "substantiality, comprehensiveness, objectivity", fully assess the operating results of the political system and the 2-level local government model; clarify the achieved results, shortcomings, causes, lessons learned and propose solutions in the coming time.

According to the report at the conference, after arrangement, the termination of district-level activities, the merger of provincial-level boundaries and the reorganization of commune-level boundaries have contributed to streamlining focal points, reducing intermediaries, and shifting from administrative management to governance, serving people and businesses in a direction close to the people, close to work, and with clear responsibilities.
Gia Lai province has fully arranged key leadership positions at commune level, ensuring the correct structure, standards and in accordance with the 2-level local government model. At the same time, the province has implemented many training, fostering, and training plans on state management, expertise, and nghiệp vụ for cadres, civil servants, and public employees.
After 1 year of operation, many new models and effective ways of working have appeared, showing the spirit of responsibility, adaptability and determination to innovate of the contingent of cadres throughout the political system.

However, practical operation also reveals some difficulties and limitations. Mr. Nguyen Xuan Phuoc - Secretary of the Party Committee of Pleiku ward - said that a part of officials still have a psychology of fear of change, have not adapted quickly to new task requirements; digital skills, administrative skills and communication skills are still limited. Meanwhile, work pressure increases but payroll decreases, and the inter-agency coordination between some agencies is sometimes not synchronized...
From the above reality, the locality proposed that the province continue to promote decentralization and delegation of power associated with the allocation of resources commensurate with the grassroots level, especially in the fields of urban management, infrastructure investment, administrative reform and digital transformation.
At the same time, adjust the proportion of budget regulation and financial autonomy mechanisms appropriately for the commune level to proactively handle infrastructure and social security issues arising in the area.
Regarding personnel work, leaders of Pleiku ward proposed that the province soon issue specific guidelines on quantifying the criteria for evaluating officials according to government decrees.

This will be an objective and substantive basis for grassroots Party committees to evaluate, screen, arrange cadres, streamline the apparatus and protect cadres who dare to think, dare to do, dare to take responsibility for the common good," Mr. Phuoc said.
Leaders of Pleiku ward also proposed that the province pay attention to synchronously investing in digital infrastructure, shared databases and equipment to serve administrative procedure resolution.
