Regarding the plans for arranging public non-business units that have been reported and submitted to the Standing Committee of the Provincial Party Committee for opinions in the fields of education and training; culture, sports and tourism; justice, the Provincial People's Committee requests agencies and units assigned to preside over to urgently complete dossiers, plans and related procedures.
These plans will be implemented immediately after the policy of the Provincial Party Committee Standing Committee is approved, ensuring compliance with regulations, progress and not interrupting the operation of units.
A noteworthy content is that the Provincial People's Committee assigned the Department of Science and Technology to preside over and coordinate with relevant agencies to build dossiers and submit them to the Provincial People's Committee for consideration and decision to grant financial autonomy to Lang Son Science and Technology Center.
This center is expected to be granted financial autonomy according to the type of public non-business unit that ensures regular expenses. The development of dossiers must ensure compliance with current conditions, procedures, and regulations.
The Provincial People's Committee also requested heads of agencies and units; chairmen of People's Committees of communes and wards to continue to review and study plans to arrange the organizational structure and public non-business units under their management.
The arrangement must aim to streamline focal points, improve the quality and efficiency of public service provision, in accordance with the guidelines and regulations of the Central Government and the province.
