There are still many difficulties and shortcomings.
Currently, the Center for Vocational Education - Continuing Education in districts in Dak Lak province has not yet been able to provide funding to support the repair and maintenance of some construction items and purchase equipment for vocational training.
The reason, according to document (No. 1516) in 2023 of the General Department of Vocational Education, is that "District-level Vocational Education - Continuing Education Centers are not vocational education facilities".
Therefore, units are not supported to repair and maintain assets, some construction items, purchase machinery, equipment... from capital sources under the National Target Programs for the period 2021-2025.
Faced with this problem, many units have transferred this funding source to competent authorities to reallocate it to other projects in the area.
Meanwhile, in many places, the facilities of the Vocational Education and Continuing Education Centers have seriously degraded. This has greatly affected the training and vocational education for the people.
For example, in 2024, the Center for Vocational Education - Continuing Education of Krong Nang district proposed to transfer the remaining funds of 2023 to other projects of the National Target Program.
This amount is up to more than 7 billion VND because it is not eligible for approval. Mr. Trinh Cong Tien - Director of the Center for Vocational Education - Continuing Education of M'Drak district said that the unit still has difficulties and challenges in recruiting and training in the area.
Regarding vocational training equipment, since 2014, the provincial Department of Labor, War Invalids and Social Affairs has provided the unit with a set of civil sewing training equipment. However, up to now, this equipment has been damaged and degraded.
"The vocational equipment at the center is damaged, degraded, and outdated, but has not been invested in to serve vocational training. This leads to the quality of the classes not being as expected," Mr. Tien added.
Vocational training for people to develop the economy
Mr. Le Thanh Son - Head of the Department of Labor - Invalids and Social Affairs (Buon Don district) shared: "Despite many difficulties, in order to improve the effectiveness of vocational training, the unit has promoted propaganda and dissemination of the State's policies on supporting vocational training for people, especially in ethnic minority areas".
According to Mr. Son, the District Vocational Education and Continuing Education Center is still well prepared in terms of facilities, organizing training and improving the quality of teachers with good expertise and experience in teaching, imparting knowledge and skills to students.
Thereby, ensuring that after 3 months of vocational training, all students are fully equipped with the learned content.
In Krong Nang district, in the period of 2022 - 2023, the Center for Vocational Education - Continuing Education of Krong Nang district opened 9 vocational training classes for 315 students in the area with a total implementation cost of more than 1 billion VND.
Mr. Nong Duc Nam - Director of the Center for Vocational Education - Continuing Education of Krong Nang district emphasized: "Through evaluation, vocational training in agriculture for rural workers in the area has achieved many positive results.
In particular, students participating in vocational classes all create jobs at home, contributing to stabilizing their lives and increasing their income.
According to Mr. Nam, regarding agricultural vocational training, most rural workers after attending vocational classes have boldly and proactively applied science and technology to production development.
