On May 9, Chairman of Lang Son Provincial People's Committee Ho Tien Thieu chaired a meeting to assess the progress of the implementation of Plan 116 on removing difficulties and obstacles in implementing investment projects in the area.
According to the report at the meeting, the whole province reviewed 104 projects, including 87 non-budget projects, 13 public investment projects and 4 public-private partnership (PPP) projects. The total number of tasks assigned to departments, branches and localities is 221 tasks.
As of May 7, only 58 tasks have been completed; 84 tasks are under processing; 60 tasks have expired; 15 tasks have not had specific reports; and 4 tasks have not yet had a set implementation period.
The implementation progress is assessed as not meeting the planned requirements.
The main reasons are the delay from investors in completing documents, some investors lack cooperation, weak capacity, as well as ineffective coordination between agencies, especially in the appraisal and site clearance stage.
Representatives of departments, branches and localities have proposed many solutions such as urging investors to complete procedures, resolutely terminate slow-moving projects, and strengthen coordination in handling problems.
In his concluding remarks, the Chairman of the Provincial People's Committee criticized the Departments of Agriculture and Environment, Construction, Finance and District People's Committees for not seriously implementing the directives.
Mr. Ho Tien Thieu requested that in the coming time, units need to focus on handling backlog tasks, strictly implement the reporting regime and regularly review arising issues to promptly report to the Provincial People's Committee for resolution.
In particular, he emphasized: "The heads of departments, branches and localities must be responsible to the Provincial People's Committee if there is a delay in performing assigned tasks".
