Dong Thap voters proposed that the Ministry of Construction allocate investment capital, direct the Road Management Department and related units to repair and upgrade the road surface and install lighting systems on National Highway 80, sections through residential areas, to ensure safety for people when participating in traffic.
At the same time, upgrade National Highway 30B (integrating the project into the medium-term public investment plan for the period 2026 - 2030 on developing transport infrastructure in Dong Thap Muoi region); and have temporary maintenance and repair solutions while waiting for investment and upgrade.
After research, the Ministry of Construction would like to answer as follows:
Regarding the proposal related to National Highway 80: implementing the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Road Traffic Order and Safety Law, based on the proposal of the Ministry of Construction, the Ministry of Finance issued Decision No. 1443/QD-BTC dated April 22, 2025 transferring road traffic infrastructure assets (including National Highway 80) from the Ministry of Construction to the People's Committee of Dong Thap province.
Thus, currently the People's Committee of Dong Thap province is responsible for managing, exploiting, maintaining and investing in National Highway 80, so it is proposed that the National Assembly Delegation and voters of Dong Thap province give opinions to the People's Committee of Dong Thap province to continue managing, maintaining, organizing surveys of the current situation, studying the necessity of investment and balancing and allocating capital for implementation.
Regarding the proposal related to National Highway 30B: According to the Road Network Plan for the period 2021-2030, vision to 2050 approved: National Highway 30B has its starting point intersecting National Highway 62, ending point intersecting National Highway 30; the route passes through Long An province (now Tay Ninh province) and Dong Thap province with a total length of about 92 km, planned with a level III road scale.
According to the provisions of the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, currently the People's Committees of Tay Ninh and Dong Thap provinces are responsible for managing, exploiting, maintaining and investing in National Highway 30B, so it is proposed that the National Assembly Delegation and voters of Dong Thap province give opinions to the People's Committee of Dong Thap province to continue managing, maintaining, organizing surveys of the current situation, studying the necessity of investment and balancing and arranging capital for investment deployment.
