Hue City Inspectorate has just pointed out many violations at Hue City Forest Protection Department and affiliated units in professional, financial and public asset management.
According to the inspection conclusion, this unit had many shortcomings in receiving and appraising forest exploitation dossiers; preparing dossiers for administrative violations was incomplete and lacked legal basis.
Notably, the management of finance and public assets still has many violations such as: Promulgating internal spending regulations based on expired documents; not disclosing estimates and budget finalizations; not fully monitoring and accounting for some funding sources; lack of inspection in asset procurement, leading to violations of regulations.
The management and use of public assets is still loose, and the monitoring, inventory, and reporting have not been fully implemented; some consulting and construction costs exceed the prescribed tax rate.
On that basis, the Chief Inspector of Hue City proposed that the Chairman of the City People's Committee direct the Department of Agriculture and Environment to strengthen inspection and supervision, and request the Forest Protection Department to seriously implement the inspection conclusion.
The Forest Protection Department and related units must organize reviews, clarify the responsibilities of collectives and individuals; rectify and overcome all violations that have been pointed out.
Units must review and improve internal spending regulations, manage public assets; implement budget disclosure according to regulations; supplement accounting books, fully monitor assets and funding sources.
In terms of economy, Hue City Inspectorate decided to recover more than 579 million VND due to violations in financial management and public assets.
