September 2018 - the time when the Son Tinh District Political - Administrative Center with a total investment of about 367 billion VND in Tinh Ha Commune, Son Tinh District was inaugurated and put into use, was also the time when many old offices were abandoned. For example, the District Political Training Center (area of about 1,100m2), the District Education and Training Department located on Vo Nguyen Giap Street, Truong Quang Trong Ward, Quang Ngai City has been abandoned for 6 years.
According to the reporter, the infrastructure system at these two headquarters is currently seriously degraded, the walls are peeling and cracked. The campus of the two headquarters is overgrown with weeds, dirty, spoiling the urban beauty. At the headquarters of the Department of Education and Training, people also take advantage of the abandoned campus to sell ornamental plants and grow corn.
Ms. Nguyen Binh in Truong Quang Trong ward confided: “The Son Tinh District Political Training Center and the Son Tinh District Education and Training Department are public offices. Although they are located on the frontage of National Highway 24B and have a very large area, they have been abandoned for 6 years, causing a waste of prime land. At the same time, the locality does not have funds for maintenance, repair, and protection, leading to a state of degradation and damage.
In my opinion, before building new headquarters, relevant units must be responsible for calculating the plan to use old headquarters to effectively promote public real estate assets in administrative units. Continuing to build new headquarters while replacing old ones is extremely wasteful, delaying local economic development.

Similarly, in 2020, after merging Tay Tra district into Tra Bong district, all assets of Tay Tra district were handed over to Tra Bong district for management, including dozens of public housing areas, with a total land area of over 589,000m², total value of over 516 billion VND; along with 12 cars, machinery, and equipment worth over 72 billion VND. The locality has tried very hard to arrange, but due to the large number of surplus headquarters and houses after the merger, especially assets of the sectors and the Central Government, they have not been fully utilized.
Speaking to reporters, Mr. Ho Thai Duong - former Chairman of the Vietnam Fatherland Front Committee of Tay Tra district - said: "The headquarters were invested in and built with a budget of hundreds of billions of dong, but now they are abandoned, a huge waste, while people have no land to produce. "According to the reporter's records, due to being abandoned for too long, many headquarters have become dilapidated, the walls are peeling, the floors are dilapidated, desolate, and shabby.
According to the report of the People's Committee of Tra Bong district, the locality has completed the plan to rearrange and handle real estate of agencies and units under its management according to State regulations. Of which, 9 real estate facilities of 7 agencies and units of the old Tay Tra district have been rearranged and transferred with a total land area of 11,555m², and a floor construction area of 3,359m². However, currently, the demand of Tra Phong commune to receive land for the purpose of building headquarters for commune agencies is very low.
The district’s policy in the coming time is that the locality will call for investment and auction the land, but it is very difficult to do so because it cannot find buyers. Moreover, over time, many projects have deteriorated and been damaged.
Speaking to reporters, Mr. Tran Van Suong - Vice Chairman of Tra Bong District People's Committee - said that the district has made efforts to arrange the use of many surplus headquarters after the merger. However, there are still many headquarters that have not been used after the merger. The district is giving advice to the Finance Department to see if they can be sold or transferred, but it is very difficult because almost no one in the locality has a need. In the immediate future, the district will manage the surplus headquarters after the merger to minimize the state of degradation.
