On the morning of August 24, the Steering Committee for Flood and Storm Prevention and Search and Rescue of Hai Loc commune (Nghe An) organized an inspection and urged schools, health stations, neighborhoods and households to build facilities, reinforce houses, prepare food and on-site rescue vehicles. Households along the coast and in vulnerable areas are reminded to proactively avoid and be ready to relocate when necessary.

In coastal localities of Nghe An, people and businesses have proactively brought boats to the wharf and tied them carefully. People also proactively cut branches, prune trees, reinforce, tie houses, kiosks, move, and move items to higher positions.
In wards of the old Vinh City, the authorities have simultaneously launched a campaign to dredge manholes, clear canals, trim trees, check power systems, and prepare evacuation plans.
Truong Vinh Ward mobilized forces to handle flooding points in Ben Thuy, Trung Do, Truong Thi, Vinh Tan, Hung Hoa. The Secretary of the Phan Duc Dong Ward Party Committee directly inspected residential areas, bara Ben Thuy, traditional markets... and directed to increase propaganda so that people can proactively build their houses.
In Thanh Vinh ward, the authorities focused on inspecting the old Quang Trung apartment complex and degraded collectives, preparing evacuation plans. Vinh Phu and Vinh Hung wards urgently dredged drainage systems, reinforced works, inspected pumping stations, and were on duty 24/7 to respond to incidents.

At the same time, many schools in the province announced a temporary postponement of school graduation schedules. In which, Vinh Tan Primary School, Cua Nam 1 Primary School, Le Mao Kindergarten, Le Mao Primary School, Dang Chanh Ky Secondary School and some high schools such as Nguyen Duy Trinh, Huynh Thuc Khang, PTTH DTNT province... all adjusted their plans, expected to be postponed to August 27. Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training said that the Department has requested schools to flexibly change based on weather conditions to ensure the safety of teachers and students.
According to the provincial Hydrometeorological Station, from the afternoon of August 24, the sea area of Nghe An will gradually increase to level 6 - 8, then increase to level 9 - 10, near the storm center level 11 - 12, gusts of level 15; waves 4 - 6m high, the storm center can reach 8m. On land, from the night of August 24 to the end of August 26, the whole province will have very heavy rain, common rainfall of 150 - 300mm, locally over 500mm, with the potential risk of flooding, flash floods and landslides.
On the evening of August 23, Chairman of the Provincial People's Committee Le Hong Vinh signed the Prime Minister's urgent dispatch No. 25, requesting localities and units to urgently implement the "four on-site" motto, proactively respond to storm No. 5 and floods, protect people's lives and property.
