Special feelings before election day
In the atmosphere of the whole country looking forward to the election day of the 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term, at Detention Center No. 1 (Hung Yen Provincial Police), preparations for the "special voters" are being seriously implemented.
After the closed prison cell doors, many detainees are still following information about the election and waiting for the day to exercise their citizenship.
Among the special voters here is defendant L.P. H (born in 1991), who is being temporarily detained to serve the investigation related to an incident in the construction sector. L.P. H said that he felt nervous because this was the first time participating in the election in a special circumstance.
This is the first time I have participated in the election in this situation, so I am quite nervous. However, when officials disseminated the regulations and provided information about the candidates, I still clearly felt that my citizenship was respected" - defendant L.P. H shared.
According to this defendant, documents on the list of candidates and summary biographies have been provided for research. Every day, the defendants are also updated with information related to the election as well as the general situation of the country.
In another cell, defendant N.T. T (born in 1975) said that being able to participate in the election during his detention made each person more aware of the rights and obligations of citizens.
Although we are being temporarily detained, we are still allowed to exercise the right to vote according to the provisions of law. That made me realize that my citizenship is still guaranteed and even more aware of my own mistakes" - defendant N.T. T shared.
For many people being temporarily detained and imprisoned, having access to information about elections and directly participating in voting not only helps them better understand the political system but is also an opportunity to look back at themselves, towards complying well with regulations during the time of pursuing procedural procedures.

Careful preparation for "special voters
Along with voters nationwide towards the festival of the country, the preparation for the "special voters" at Detention Center No. 1 (Hung Yen Provincial Police) is also being implemented closely and in accordance with the law.
In the common living area of the detention center, the list of candidates for National Assembly deputies and People's Council deputies at all levels along with a summary biography have been publicly posted for temporarily detained and imprisoned people to follow. In addition, these documents are also photocopied and transferred to each cell for voters to study.
According to Lieutenant Colonel Tran Van Dung - Head of the Detention Team, Detention Center No. 1 (Hung Yen Provincial Police), immediately after receiving the election organization plan and candidate list from the local election team, the unit urgently deployed propaganda work throughout the detention center.
Lieutenant Colonel Tran Van Dung said that due to the specific nature of people being temporarily detained and in temporary custody not often going out, the unit has printed relevant documents and transferred them directly to each prison cell for them to study. For cases of illiteracy, prison guards arrange for literate people in the cell to disseminate the content so that everyone can grasp information about candidates.
In parallel with that, the prison's internal loudspeaker system is also used to propagate about the election. Every day from 5 pm to 5:30 pm, content related to the election is broadcast for temporarily detained and incommunicado detainees to follow.
Lieutenant Colonel Tran Van Dung informed that, up to this point, all people temporarily detained and temporarily held who are eligible for election at the camp have been fully informed of the provisions of the law on elections, the rights and obligations of voters as well as information about candidates.
From behind the doors of the detention centers, the "special voters" are still waiting for the day to directly cast their votes - a sacred citizenship, contributing to the great festival of the whole nation.
