Baffling arguments
However, despite that reality, in recent times, a number of hostile individuals and organizations, including the United States Commission for International Religious freedom (USCIRF), have been hiding the shadow of "protecting human rights" to make false and distorted arguments, denying Vietnam's efforts and achievements in ensuring human rights in general and the role of NCT in particular. They accused that Vietnam did not protect NCT's rights, including freedom of belief and religion. In the 2024 report, USCIRF continues to use the phrases "abandoned", "not properly cared for" ... when talking about NCT in Vietnam. They distort and inflate difficulties and shortcomings in the social security system, taking a few specific cases to summarize into the nature of the regime. They compared Vietnam's position to developed countries, thereby making a mistaken assessment that Vietnam is lagging behind, has no policy to care for NCT...
With this extremely wrong luan, they not only distort the truth, deny the care and promotion of the role of NCT but also aim to stimulate ideology, causing loss of confidence in the leadership of the Party and State of Vietnam. However, the truth about the care and promotion of the role of NCT in Vietnam has completely rejected those false and lost arguments.
Bright spot in social security policy
"The long-lived veteran", who values and respects NCT is a tradition of the Vietnamese people. Maintaining and promoting that good tradition, the leaders of the Party and State of Vietnam always attach importance to caring for and promoting the role of NCT. President Ho Chi Minh - a model of affection, respect, trust, promoting and enhancing the role of NCT in the revolutionary cause. According to President Ho Chi Minh: NCT is the country's invaluable capital.
From that perspective and policy, the State of Vietnam issued the Law on NCT in 2009 and many other legal documents and policies affirming the position and role of NCT in society, as well as affirming the responsibility to care for and promote the role of NCT in the family and the community. In fact, the Party and State of Vietnam always pay deep attention to the care and promotion of the role of NCT.
This is clearly demonstrated through practical and effective policies, especially policies on social security. Since 2004, the National Committee on NCT, chaired by a Deputy Prime Minister, has been established. To date, the Vietnam NCT Association has "deeply rooted" across the country with millions of members, attracting most of the total number of NCT nationwide. Not only protecting the rights of members, the Association has truly been a place where NCT can participate in cultural, social, sports activities, and promote their role in the community.
The National Assembly has also issued a Resolution on promoting the development of the National Action Program on NCT. On October 13, 2020, the Prime Minister approved the National Action Program on NCT for the period 2021-2030. On March 15, 2021, the Government issued Decree No. 20/2021/ND-CP on social assistance levels, including NCT...
The policies and programs of the Vietnamese State have helped to care for and promote the role of NCT better and better, demonstrated through strengthening social assistance facilities, social pension benefits, health insurance support, while promoting the active role of NCT in the community. Vietnam currently has over 50 social assistance facilities providing care services, helping about 90% of NCT in difficult circumstances receive timely assistance.
NCT's medical benefits are improving. Vietnam prioritizes primary health care for NCT, developing a family doctor model, commune health stations, and periodic health check-up programs. The NCT rate for health insurance cards has reached over 95%. From July 1, 2025, NCT aged 70 and over have received social pension benefits with the highest level of up to VND 1,500,000/month. Vietnam attaches importance to and regularly promotes the role of NCT in the community, especially participating in movements to encourage learning, encourage talents, protect the environment, build new rural areas...
Although there has been much progress, Vietnam does not deny that caring for and promoting the role of NCT still has difficulties and challenges such as loneliness and loneliness in some NCT due to decline in hearing and mobility...However, with policies, programs and programs, the Party and Government of Vietnam are making efforts to solve those problems.It can be affirmed that the work of caring for and promoting the role of NCT is a bright spot in the social security policy of the Party and State of Vietnam.
Actively, proactively and resolutely fight
The distorted arguments and denials of NCT care in Vietnam as mentioned all have in common the lack of basis for practice, faction and political motivation. Their ultimate goal is not to profit the real rights of NCT but to incite dissatisfaction, divide the great solidarity bloc, and sabotage the cause of building and defending the country of the Party, State and people of Vietnam.
Clearly identifying and resolutely fighting against those arguments is an important task. To fight against refutes, we first need to step up propaganda work so that the viewpoints, policies and guidelines on NCT of the Party and State can penetrate deeply into society. Effective programs and models in NCT care need to be spread and replicated. Thereby focusing on raising people's awareness, especially young people, about their responsibility towards NCT and our country's achievements in this field.
Along with that, it is necessary to be vigilant, proactive, proactively detect and combat false arguments in cyberspace, not allowing distorted information about NCT Vietnam to spread causing public confusion. This is a necessary act not only to protect the truth but also to protect the people's trust in the path of sustainable and humane development of the country.
