People's lives are increasingly prosperous
Ia Krel commune is one of the first localities in Gia Lai province to complete 19/19 criteria and was recognized as meeting new rural standards from 2015. Since then, the rural face of the commune has constantly changed towards spaciousness and beauty.

Inter-village and inter-commune roads are concreted, creating favorable conditions for people's travel and trade; many welfare projects are invested in and built synchronously; the material and spiritual life of the people is gradually improved.
Notably, the success in building new rural areas in Ia Krel comes not only from state resources but also from the joint efforts and contributions of the people. Therefore, even when it has reached new rural standards, the new policies set out by the Party Committee and commune authorities, typically the construction of electric lighting systems along the main roads, still receive positive responses from a large number of people.

Mr. Nguyen Manh Hung (resident of Ia Krel commune) said: "Since the streets have been lighting up, the security and order situation in residential areas has had many positive changes, theft and social order violations have decreased significantly. At the same time, cultural life in residential areas has also been improved, and community living space at night has become safer and warmer.
Representatives of Ia Krel commune leaders said that the construction of lighting systems along the main roads and in villages and hamlets not only creates landscape highlights but also contributes to maintaining security and order, improving the quality of life for people.

Although in difficult conditions, in addition to direct support from the State, the commune still persistently mobilizes people to contribute according to their ability. Many projects that the State and people have jointly built have been completed and put into use, bringing practical efficiency.
In villages and hamlets, mobilizing people to participate also faces many obstacles, especially when this is a pilot model, people's lives are still difficult. However, with the motto "whoever has less contributes less, whoever has more contributes more", the spirit of voluntariness of the people has been awakened. When the electricity system is completed, joy and excitement are evident in each residential area, each house lights up from the alley to the yard.

Ms. Tran Thi Lanh - a local resident - shared: "When there was a policy to build electricity to light up rural roads, most households enthusiastically responded. The contribution was completely voluntary and transparent. Thanks to that, many roads in the commune have been illuminated, contributing to making the rural face more prosperous.
According to the Party Committee and government of Ia Krel commune, meeting the standards of new rural criteria is already difficult, maintaining and improving the quality of those criteria is even more difficult if there is no active participation of the entire political system and especially the role of the people as subjects.

The works built from the people's own strength not only contribute to improving the criteria of new rural areas but also clearly demonstrate the spirit of mastery and consensus of the people in implementing the major policies of the Party and the State.
Need flexible mechanisms and policies
The movement to build new rural areas in Ia Krel commune has clearly shown the central role of the people, notably the movements "Giving land to build roads", "Electric roads to light up rural traffic". Up to now, the commune's transportation system has basically been completed, meeting the travel and living needs of the people well.

The achievements from the new rural construction program have contributed to fundamentally changing the appearance of rural areas. Many households have built spacious and solid houses; material and spiritual life is increasingly improved; environmental landscapes are gradually being improved.

Light from electrical works illuminating rural roads has spread to many localities, especially mountainous communes and border areas, bringing practical and meaningful new rural projects.
Mr. Nguyen Quoc Tu - Chairman of Ia Krel Commune People's Committee - said: After the merger, the volume of work is large, many policies and projects must be adjusted according to the new organizational structure, putting pressure in the early stages of operation. In addition, the commune area is large, population is dispersed, there are many villages and hamlets in remote areas, ethnic minority areas, so propaganda, mobilization and policy implementation still face many difficulties.
In addition, a part of officials in charge of poverty reduction work at the commune level still lack experience in preparing dossiers for livelihood model projects, leading to the implementation progress at times not meeting requirements. Some people are still limited in accessing information, applying science and technology to production, affecting the effectiveness of livelihood support models.

To effectively implement the national target program on sustainable poverty reduction associated with building new rural areas, Ia Krel Commune People's Committee proposed that the Department of Agriculture and Environment of Gia Lai province organize in-depth training classes to improve management and supervision capacity for grassroots officials.

At the same time, it is proposed that the Provincial People's Committee consider simplifying a number of administrative procedures in the preparation, appraisal, and approval of livelihood support models and small-scale investment projects, shortening the implementation time.

In addition, the commune also hopes that investment capital sources will be allocated early and disbursed promptly right from the beginning of the plan year, creating conditions for localities to proactively implement projects on schedule, ensuring disbursement goals and improving the efficiency of national target programs in the area.
