Resolution 71 is considered a strategic milestone, creating a breakthrough in thinking and institutions for Vietnamese education. What do you think is the most new breakthrough in this document?
- In addition to the consistent and consistent guiding viewpoint of "education and training is the top national policy", Resolution 71 places the role of education and training as "the future decision of the nation", demonstrating the great determination of the Party and State in developing education and training, associated with the development of the State.
I think this is a big viewpoint, as a basis for a series of breakthrough and outstanding mechanisms and solutions to shook up Vietnam's education in the context of the miraculous development of technology and engineering.

Hanoi University of Science and Technology is the leading higher education institution in the country in terms of technology and engineering, so I am especially interested in groups of tasks and solutions with deep orientation on training highly qualified human resources in the field of STEM; training STEM talents to serve innovation, digital transformation of education and training on digital technology platforms and artificial intelligence.
In addition, Resolution 71 requires ensuring comprehensive autonomy for higher education and vocational education institutions, opening up a great opportunity for training institutions to promote internal resources, attracting national resources for rapid and sustainable development.
The issuance of this Resolution is very timely, right at the time when the Government is directing the implementation of draft laws amending and supplementing laws on Education, Vocational Education and Higher Education. This is a very important step to institutionalize the Party's guidelines, creating a suitable mechanism for education and training to develop rapidly to regional and world level.
Resolution 71 sets expectations: By 2035, there must be at least 5 higher education institutions with top 100 ranked fields in the world; by 2045, Vietnam will be in the top 20 countries with the most modern and equitable education in the world. To realize this goal, in your opinion, what specific actions need higher education institutions to take?
- In reality, the international development of education and training is an important solution for each country to modernize education, on the basis of inheriting and promoting the quintessence of humanity. The criteria for ranking higher education institutions of different prestigious institutions in the world, although different, are all related to the core pillars of the training process, which are the international academic and research accreditation level, prestige in the domestic and international employment market, the level of education fairness and sustainable development and the level of modernization of the teaching - learning - research environment of each higher education institution.
The Resolution sets a quite challenging target for the Vietnamese higher education system, requiring a very high effort from each higher education institution, associated with a truly suitable system of policy mechanisms to develop quickly according to the above criteria.
Currently, some Vietnamese higher education institutions have been ranked 300 500 top in the world in some training groups such as Computer Science, Electrical and Electronics Engineering or Industrial Mechanical Engineering... Some universities have been ranked in the top 500 best universities in technology engineering. This is an important premise to aim for a higher target in the next 10 and 20 years.
According to the results of the QS Subject Rankings in 2025, announced in March 2025, Hanoi University of Science and Technology continues to affirm its position as the top-ranked higher education institution in Vietnam in the Engineering - Technology sector, in which 5 industry groups are ranked in the world's 401-600 group, an increase of 1 industry group ranked compared to 2020.
With its potential and the desire to contribute to education and training and socio-economic development of the country, Hanoi University of Science and Technology has also been assigned by the Party and State to implement the Project "Developing Hanoi University of Science and Technology as one of the leading higher education institutions in Asia" according to Decision No. 663/QD-TTg dated March 25, 2025 of the Prime Minister. The project is included in the Government's Action Program to implement Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045.
In the long term, what fundamental changes do you expect Resolution 71 to create for Vietnam's education system?
- First of all, Resolution 71 is an orientation, a basis, and guideline for the work of building a system of legal documents for education and training towards creating, developing quickly and sustainably, and at the same time is a solid foundation for the Government to build and propose specific mechanisms and policies and breakthroughs in resources (manpower, finance) in the development of education in general and higher education in particular.
The Resolution is also a profound "source of inspiration and hope" for the entire Vietnamese education system with the core goal of developing Vietnamese people, including Hanoi University of Science and Technology.
