Since the Tan Binh Ward Public Administration Service Center officially came into operation according to the two-level local government model; this event marked an important turning point in administrative reform, aiming to streamline the apparatus and improve the quality of service for the people. This transformation requires rapid adaptation and a high sense of responsibility from each cadre and civil servant.
Among the team working day and night at the Center, Ms. Nguyen Thi Thanh Hien, a specialist in charge of the household registration sector in Tan Binh ward, is a typical example of dedication and awareness of serving the people with all her heart. No matter the position, she always maintains the spirit of "serving the people", working with dedication, responsibility and standards.

Do all the work, not all the time
On average, Ms. Hien receives and processes 20 to 30 documents in the field of civil status per day. This is a large amount of work that requires carefulness and absolute accuracy in every professional detail.
The work pressure at the Center has increased significantly since the two-level government model was put into operation, because many administrative procedures under the authority of the district and city levels have been strongly decentralized to the grassroots. This means that ward officials have to process a larger and more complex volume of records.
In that situation, working overtime has become a practice. Every day, after office hours, Ms. Hien continues to stay at the office to process online registration documents, usually until 7-8 pm, sometimes later.

Ms. Hien shared about her working experience: "Every day, handling dozens of civil status records requires absolute care and accuracy. The important thing is to maintain a friendly and patient attitude so that people feel served wholeheartedly. I keep in mind not to let people wait, not to let any appointment be delayed".
Not only good at her profession, Ms. Hien is also highly appreciated by the people for her dedicated and friendly service attitude. Whether receiving documents directly or online, she is always willing to guide people, especially those who have difficulty in operating on the public service portal. Her gentle smile, clear explanation, and patience left a lot of sympathy and confidence.
Recognizing Ms. Hien's dedication, Mr. Tran Quang Tung, Deputy Director of the Tan Binh Ward Public Administration Service Center, affirmed that Ms. Hien is an example for his colleagues to follow.
"Ms. Hien is a cadre who is always dedicated to her work, devoted to serving the people, not afraid of difficulties and hardships and always tries to fulfill the tasks assigned by superiors," Mr. Tung emphasized.

Two-level government enters order
Sharing about the operation of the two-level government apparatus at the grassroots level, Mr. Tran Quang Tung said that although the unit encountered many difficulties in the first two months after the merger, it quickly adjusted and basically operated stably from the third month.
"After nearly four months of implementation, the model operation in Tan Binh ward has been relatively in a rhythmic process, initially in a rhythmic manner, moving into a disciplined basis and promoting efficiency. The ward officials are trying to handle all administrative procedures of the people," Mr. Tung affirmed.
In the process of innovating the local government model, cadres and civil servants like Ms. Nguyen Thi Thanh Hien are an important factor contributing to the real effectiveness of administrative reform, with the highest goal of improving the quality of service to the people to become better and better.
