In the afternoon of May 14, the Executive Committee of Sa Pa Ward Party Committee held a conference to implement the process of electing the title of Secretary of Sa Pa Ward Party Committee for the 2025-2030 term according to the regulations of the Central Government and Lao Cai Provincial Party Committee.
Accordingly, the Standing Committee of the Lao Cai Provincial Party Committee unanimously introduced Mr. To Ngoc Lien - Member of the Provincial Party Committee Executive Committee, Deputy Secretary, Chairman of Sa Pa Ward People's Committee to be elected to hold the position of Secretary of Sa Pa Ward Party Committee for the term 2025-2030.
With the spirit of democracy, objectivity, and compliance with regulations, the conference fully implemented the procedures for electing the title of Secretary of the Ward Party Committee according to Regulation No. 190 of the Central Executive Committee.
As a result, Mr. To Ngoc Lien was trusted by the Executive Committee of Sa Pa Ward Party Committee to be elected to hold the position of Secretary of Sa Pa Ward Party Committee for the term 2025-2030 with a high approval rate.
The new Secretary of the Party Committee of Sa Pa Ward, To Ngoc Lien, was born in 1978, native of Tay Luong commune, Tien Hai district, Thai Binh province (now Tien Hai commune, Hung Yen province) with a Master's degree in Urban Management.
During his work, Mr. To Ngoc Lien held many positions such as: Vice Chairman of Lao Cai City People's Committee; Deputy Secretary, Chairman of Bao Yen District People's Committee. In December 2022, he was elected Chairman of Sa Pa Town People's Committee. In July 2025, he held the position of Deputy Secretary, Chairman of Sa Pa Ward People's Committee.
