On January 5, the Department of Agriculture and Environment of Khanh Hoa province said that it had issued a decision to sanction administrative violations against the Le Thi Loan 1 fish cake production facility (Dong Nam village, Dai Lanh commune).
Previously, on December 5, 2025, the inspection team of the department conducted a surprise inspection of compliance with food safety regulations at this facility. At the time of inspection, the facility owner could not present the Certificate of eligibility for food safety according to regulations.
The inspection team requested the household owner to supplement relevant legal documents. However, by December 8, 2025, when continuing to work, the facility had not yet provided a Certificate of eligibility for food safety.
Faced with the above situation, the inspection team requested Ms. Le Thi Loan to temporarily suspend the production and business of fish cakes and not put products on the market until legal procedures are completed.
Based on the violation, functional agencies determined that Ms. Le Thi Loan had produced and traded food without being granted a Certificate of eligibility for food safety, violating Clause 2, Article 18 of Decree 115/2018/ND-CP, amended and supplemented in Decree 124/2021/ND-CP.
For this act, the establishment was fined 17.5 million VND. Because at the time of making the record, the establishment had temporarily stopped production, no remedial measures were applied.
At the same time, to ensure the enforcement of the penalty decision, functional agencies temporarily seized the Business Household Registration Certificate issued by Van Ninh District People's Committee on November 30, 2023.
According to the penalty decision, Ms. Le Thi Loan is responsible for strictly complying with the regulations; in case of exceeding the deadline but not voluntarily complying, she will be subject to coercion and each day of late payment of the fine must bear an additional 0.05% of the unpaid amount.
