On March 18, the People's Committee of Vinh Loc A commune, Binh Chanh district, announced that the unit had issued a decision to administratively sanction Mr. T.P.T (residing in Vinh Loc A) for committing an administrative violation of "using electric shock devices to exploit aquatic products in cases of not using fishing vessels but not yet to the extent of criminal prosecution".
The administrative fine for Mr. P.T is 3 million VND.
The People's Committee of Vinh Loc A commune also applied an additional penalty of confiscating electric shock devices according to Government regulations when sanctioning administrative violations in the fisheries sector.
This decision was made after the incident of Mr. T.P.T. and Mr. H.V.T (39 years old) was hospitalized by buffalo on February 22 while catching frog in an empty lot in the commune.
Previously, at around noon on February 22, the two men mentioned above went to an empty lot on the inter-hamlet road 234, hamlet 38, Vinh Loc A commune to catch frog. While catching frog, Mr. T. was approached by a buffalo without a line and had his horn in his legs and abdomen. Mr. V.T. tried to chase the buffalo away but was also seriously injured.
When the police arrived at the scene, they seized an electric shock device from Mr. T.P.T.
The People's Committee of Vinh Loc A commune said that Mr. T.P.T. were subject to mitigating circumstances due to difficult circumstances and injuries in the incident. However, the act of using electric shock to exploit aquatic products is a violation of the law and needs to be strictly handled.
