Causing trouble for people and businesses
The Government Inspectorate has just issued a Conclusion on the inspection of the responsibility for performing public duties of cadres, civil servants and public employees in handling administrative procedures and public services for people and businesses at the People's Committee of Da Nang City (from June 15, 2021 to November 30, 2023).
Notably, the inspection results of 13 administrative procedures showed that the City People's Committee reported to the Government the results of handling records with an overdue rate that was not true to the actual situation. The results of reviewing and examining the time limit for handling records through the outline and reporting request form of the Inspection Team for 13 inspected administrative procedures showed that the number of records handled was 1,531 records, overdue was 548 records (accounting for 35.79%), of which 4 administrative procedures had an overdue rate of over 50%, and some administrative procedures had a small number of records handled, but the rate of overdue records was much higher than the report of the City People's Committee.
Typically, the administrative procedure "Issuing Investment Registration Certificate for projects not subject to investment policy approval": Reported overdue settlement rate: 14.29% (02/14 records), inspection results 70% (07/10 records). Administrative procedure "Adjusting investment projects under the authority of provincial People's Committee to approve investment policy": Reported overdue settlement rate: 11.36% (5/44 records), inspection results 52.27% (23/44 records).
During the inspection period, the People's Committee of Da Nang City reported that the sending of apologies to people and businesses when the settlement deadline was overdue was basically fully implemented. However, the results of the review and examination through the outline and reporting request form of the Inspection Team for 13 administrative procedures at 3 departments under the People's Committee of the City showed that the implementation was not serious and not in accordance with regulations, specifically, out of 548 overdue settlement records, only 52 records had apologies (9.49%).
The inspection agency also pointed out a number of issues such as: The calculation of processing time for some administrative procedure records is not in accordance with regulations; The request for people and businesses to supplement and complete documents outside the list of prescribed documents causes inconvenience to people and businesses...
Leaders of Da Nang City People's Committee are not closely involved
The Government Inspectorate assessed that the leaders of the People's Committee of Da Nang City, heads of some departments, branches and units under the People's Committee of the City have not been thorough and resolute in leading, directing, inspecting, checking and rectifying the implementation of legal regulations on handling administrative procedures, leading to limitations, shortcomings and defects in the effectiveness and efficiency of state management and the results of handling administrative procedures at some departments and branches under the People's Committee of the City.
The Government Inspector General requested the Chairman of the People's Committee of Da Nang City to direct, rectify, and handle the shortcomings, shortcomings, and violations mentioned in the Inspection Conclusion; Review and immediately rectify the situation of issuing decisions to announce administrative procedures with excess or missing requirements and conditions; take measures to strengthen discipline and public order, rectify the request for people and businesses to supplement documents outside the list of document components... for 13 inspected administrative procedures; apologize to people and businesses when the deadline for settlement is overdue according to regulations; Review and seriously rectify the management work due to shortcomings and shortcomings in receiving and requesting additional documents...
Regarding administrative handling, the Government Inspectorate also made recommendations to review the responsibilities of the heads and the responsibilities of the leaders of the Da Nang City People's Committee directly related to the shortcomings and defects stated in the Inspection Conclusion.
