The Inspectorate of Kien Giang province has just concluded the inspection of the responsibility of the Head in performing the assigned functions, tasks and powers associated with the implementation of the law on management and use of financial revenue and expenditure, public assets and investment projects... at Kien Giang Vocational College and its affiliated units.
The conclusion pointed out violations such as: The school spent nearly 20 billion VND in the wrong management and use of finance and budget. Of which, from the state budget revenue alone, the school proposed to compensate for exemption and reduction of tuition fees for students in violation of regulations with an amount of nearly 1.3 billion VND.
The school also spent nearly 3 billion VND from the allocated budget. Most of the spending was not from the regular budget (more than 2 billion VND), signed contracts to hire guest teachers to teach supplementary classes but did not use tuition revenue to pay (nearly 700 million VND)...
In addition, the school also spent more than 10 billion VND from production and service revenue. Of which, the principal and chief accountant created fake documents to pay for the cost of an international hotel management class of nearly 1.6 billion VND.
Creating fake profiles of teaching instructors (by contracting with qualified people to teach driving, renting unused cars, paying monthly) to register student traffic with the Department of Transport, risking a loss of more than 3.2 billion VND; contracting with individuals who do not participate in teaching, risking a waste of more than 540 million VND.
The establishment, management, use of funds and asset depreciation, the school violated more than 4.1 billion VND.
The provincial inspectorate pointed out that collective responsibility belongs to the School Council, the Board of Directors, leaders of the Planning - Finance, Organization - Administration, Training and Scientific Research departments... for the period from 2021 to May 2024.
The inspection agency recommended that the Chairman of the People's Committee of Kien Giang province direct the school to organize a review, correct shortcomings, and recover the illegal money. At the same time, it proposed to transfer 2 cases of forging documents and creating fake records with signs of crime to the investigation agency for handling.
Recommend that the Chairman of the Provincial People's Committee assign the school's Board of Directors to review the necessary needs to determine the number of cars to rent; based on the actual conditions of the school to register the number of students learning to drive cars; immediately stop the act of creating fake records to register for car driving training licenses by signing car rental contracts but not using them, signing contracts with individuals who do not participate in teaching, causing loss and waste. Immediately correct the existing problems and violations in the management and use of budgetary finances.
Strictly implement legal regulations on consulting costs for investment in purchasing equipment to avoid duplication of value added tax; thoroughly handle limitations and shortcomings of bidding packages for purchasing vocational training equipment to serve practical teaching for occupations as pointed out by inspection.
Propose to organize a review and handle according to the provisions of law for the School Council and the Board of Directors; review and take disciplinary action against individuals: Chairman of the School Council for the 2018-2023 term, Principal of the school from 2014 to May 2024; Vice Principal from 2017 to May 2024; Chairman of the School Council and Chief Accountant for existing violations related to assigned tasks as stated in the responsibility section; review the responsibility of the Vice Principal for common violations of the leadership team and limitations related to assigned tasks.
Assign the Department of Home Affairs to preside over the review of the responsibilities of 5 groups and 5 individuals regarding their advisory roles that led to the existence of violations related to the assigned tasks as stated.
Propose the Chairman of the Provincial People's Committee to assign the Kien Giang Provincial Tax Department to handle the act of collecting money off the books with a total amount of more than 400 million VND.
