On August 7, the Provincial Party Committee's working delegation led by Mr. Luu Van Trung, Deputy Secretary of the Provincial Party Committee, had a working session with the Party Committee of Thuan An commune, Lam Dong province.
The working session aimed to grasp the situation of the operation of the two-level local government apparatus and implement the Resolution of the Commune Party Congress for the 2025 - 2030 term.
According to the report, Thuan An commune currently has 96/113 positions. After 1 month of operating the two-level local government apparatus, the locality has basically completed the arrangement and consolidation of the apparatus of the Party committees, authorities, the Fatherland Front and affiliated unions and Party organizations.
The settlement of administrative procedures for people is carried out promptly and basically meets the requirements of the set tasks. From July 1 to August 4, the Public Administration Service Center of the commune received 402 applications. Of which, 317 cases have been resolved.
At the meeting, the Commune Party Committee proposed to soon arrange staff to receive administrative procedures at the Public Administration Service Center; issue digital signatures and support operating costs. At the same time, it is necessary to improve and synchronize the file management system, training people on how to use online public services.
In his concluding remarks, Mr. Luu Van Trung, Deputy Secretary of the Provincial Party Committee, highly appreciated the efforts of the Standing Committee and the Executive Committee of the Commune Party Committee in both operating and organizing the two-level local government apparatus and organizing the first Commune Party Congress.
Mr. Luu Van Trung commented that arranging the apparatus according to the new model is an unprecedented task, both working and drawing experience. There are fields that require professional requirements, but there are fields that can be unprofessional or part-time.
Therefore, the locality needs to pay attention to, foster, train, improve skills, spirit, and responsibility for learning of the team of cadres and civil servants. At the same time, it is necessary to encourage, share, and find out the causes to keep talented and talented people in the system, not to let them bleed gray.
Regarding the work of developing and implementing the Resolution of the Commune Party Congress for the 2025-2030 term, the Deputy Secretary of the Provincial Party Committee requested the commune to urgently perfect the organizational apparatus. At the same time, localities need to quickly develop clear and specific programs and action plans to implement the Resolution.
For breakthroughs and key tasks that have been identified, localities need to develop their own action programs. The plan to implement tasks in the last 6 months of 2025 needs to be implemented as soon as possible, with clear requirements for people, work, time, responsibilities and close inspection and supervision.
