According to this department, through synthesis, many commune-level localities currently arrange cadres and civil servants between Party groups, unions, and governments or between specialized departments that are not suitable, not the right people, the right jobs, and the right professional skills, leading to local surplus and shortage.
Many professional and technical positions in the government sector are lacking or have no personnel to take on.

Especially in areas related to procedures such as: Land, construction, accounting, cadre organization...
Citing this, the Department of Home Affairs, for example, in some communes such as Lac Duong commune, has 2 frontline agency staff with accounting expertise, but the Economic Department does not have any professional financial and accounting civil servants.
Hong Son commune lacks land management civil servants in the Economic Department, but the Party and People's Council have 2 specialists with expertise in the field of land management.

The Department of Home Affairs requires the Chairman of the People's Committee at the commune level to report to the Party Committee Secretary to organize a comprehensive review of cadres and civil servants. Thereby, clearly identifying the positions being arranged, which positions have ensured or not ensured the principles of arranging the right people, the right job, and the right professional expertise.
On that basis, communes are assigned tasks, mobilized, appointed civil servants under their authority or proposed to transfer civil servants between the Party and the government to ensure appropriateness.
After the rearrangement, if there is still a shortage of human resources, it is recommended that the Department of Home Affairs mobilize them from other provincial or local levels.
The deadline for the commune to complete the review, rearrangement and report to the Department of Home Affairs is before August 15, 2025.
