Hanoi - The leaders of Gia Lam district and some departments have raised difficulties and problems in arranging administrative units and requested the city to promptly resolve them.

On June 23, Vice Chairman of Hanoi People's Committee Vu Thu Ha - Head of Working Group No. 5 (Work Group for directing and guiding the arrangement of commune-level administrative units in Hanoi) and members of the working group with Gia Lam district, grasped the implementation of the arrangement of commune-level administrative units in the district.

According to the report of Gia Lam district, implementing Resolution No. 1656/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Hanoi city in 2025, in which 17 communes and towns in Gia Lam district and part of the area of 2 wards in Long Bien district are arranged into 4 communes, including: Phu Dong, Gia Lam, Thuan An and Bat Trang.

Vice Chairman of Gia Lam District People's Committee Truong Van Hoc said that the implementation process, the district encountered difficulties due to the large number of issued documents and the large workload, so it affected progress; there were no clear regulations on the operation of specialized departments and offices for the new commune level to assign and implement; the headquarters of the communes previously according to the old standards did not meet the process of implementing the new commune-level government activities.

Along with that, the district requested the city to soon have a policy for grassroots cadres subject to early retirement, but not yet approved, so that the district has a plan to arrange appropriate job positions and soon have a decision on cadres work plans, decentralization, and delegation of authority so that the new communes can proactively carry out their tasks when officially coming into operation from July 1.

Head of Gia Lam District Finance Department Hoang Tien Dung raised difficulties related to the arrangement of cadres, facilities, and working equipment in the new Bat Trang commune; the allocation and arrangement of cadres and civil servants in the fields of health and education in Bat Trang commune is still difficult. Specifically, currently, out of 4 new communes, 2 communes have not arranged enough health and education staff.

Deputy Head of the Propaganda and Mass Mobilization Department of Gia Lam District Party Committee, Dao Duc Minh, said that Phu Dong commune is currently facing difficulties in arranging working headquarters; recommended that the city have specific instructions on decentralization and delegation of authority so that the new commune level can assign work to each professional department, each cadre and start operating immediately...

At the meeting, members of Working Group No. 5, including representatives of a number of departments and branches, answered and guided the issues raised by Gia Lam district at the meeting.

Speaking at the meeting, Vice Chairman of the Hanoi People's Committee Vu Thu Ha suggested that Gia Lam district and the new commune-level government need to both carry out the task of testing the operation of the new commune government and complete the procedures. At the same time, review the headquarters of the old commune to make the most of available facilities, arrange and arrange them appropriately to serve the activities of the new commune from July 1.

In the testing points for the operation of the new commune headquarters, priority will be given to arranging administrative procedure reception points and people's reception points, ensuring that there is a on-duty department, arranging at least 2 on-duty staff, receiving opinions, recommendations, and administrative procedures from people and businesses. The district needs to have a plan to arrange enough staff in the departments during the trial operation, especially to increase staff in the fields of health and education.

"The tasks of the old commune level will continue to operate normally on June 30 and finalize the handover to the new department to receive and handle by the end of the day. From July 1, the new communes must launch, operate, operate and have full signs, instructions, and websites" - Ms. Vu Thu Ha emphasized.
