Suddenly lost land
According to Lao Dong's source, Lam Thao District People's Court has just issued Official Dispatch No. 15/2024/CV-TA on transferring the case file with signs of criminality and related documents to the Investigation Police Agency - Lam Thao District Police.
The document clearly states: Lam Thao District People's Court received a request to transfer the case file to the Police Agency from Mr. Trieu Quang Bien and Ms. Nguyen Thi Sang to request the Investigation Police Agency to consider and resolve the act of "Using fake papers and documents of agencies and organizations".
Currently, the Investigation Police Agency - Lam Thao District Police has received the documents and related documents and evidence. Mr. Trieu Quang Bien said that in early 2011, his family was allocated a resettlement land plot by the Lam Thao District People's Committee in Thuy Nhat area, Lam Thao town - plot number 619, map sheet number 19 according to the Land Use Rights Certificate (red book) number BP 696199, issued on September 18, 2013. Not long after that (around the end of 2013, early 2014), his family moved to Binh Duong to live (with temporary residence and temporary absence registration) and never received the original red book. However, after a long time, around April 2024, after returning to his hometown, Mr. Bien discovered that his land plot belonged to someone else. Through investigation, Mr. Bien learned that the land had been transferred to Mr. Dang Son Lam and Ms. Tran Minh Thu by the People's Committee of Lam Thao district in September 2017, after Mr. Lam and Ms. Thu provided the People's Committee of Lam Thao district with a land use rights transfer contract, certified by the People's Committee of Lam Thao town.
Mr. Bien and his wife affirmed that they did not know Mr. Lam and Ms. Thu, and had never been to Lam Thao Town People's Committee to sign or confirm any transfer of their land. Along with that, Mr. Bien discovered that Mr. Lam and Ms. Thu were transferring the land to Mr. Trieu Thanh Cong and his wife for more than 2.7 billion VND.
Detect forged signatures and handwriting
In response to the above incident, in June 2024, Mr. Bien sued Mr. Lam and Ms. Thu at Lam Thao District People's Court, requesting the court to declare the red book that Lam Thao District People's Committee had issued to these two people null and void. Lam Thao District People's Court announced that the Appraisal Report No. 26/2024/TTTVGDDS of the Civil Consulting and Appraisal Center showed that the handwriting and signature on the transfer contract dated September 20, 2013 were not the signatures and handwriting of Mr. Bien and Ms. Sang.
The results of the appraisal of the ink age of Ms. Thu's signature and handwriting also show that the time Ms. Thu signed and wrote on the above transfer contract was 2017. Thus, through the appraisal results, it can be concluded that the land use rights transfer contract was forged in both signature, handwriting and time of signing and writing. Regarding this incident, in an exchange with Lao Dong, Mr. Nguyen Thanh Dong - former Chairman of Lam Thao Town People's Committee - confirmed that, in his role as Chairman of the Town People's Committee, Mr. Dong signed the land transfer documents of Mr. Trieu Quang Bien.
"When the professional agency submitted the documents, I signed. However, I cannot know whether the signatures belong to Mr. Bien and Mrs. Sang or not because I did not directly prepare the documents," Mr. Dong shared.
