On October 25, the Ha Tinh Department of Home Affairs said that according to the proposal of Ha Tinh province on the plan to arrange administrative units at district and commune levels in the period of 2023 - 2025, Loc Ha district will be removed from its name after merging Ho Do commune into Ha Tinh city, and merging the remaining 11 communes and towns into Thach Ha district.
The total number of civil servants currently in Thach Ha and Loc Ha districts is 139 people. Of which, Thach Ha has 77 people, Loc Ha has 62 people. After reducing Loc Ha district, the total number of civil servants to be arranged and processed is 57 people.
The total number of current civil servants in Thach Ha and Loc Ha districts (excluding preschool and general education staff; health stations and hospitals) is 145 people. Of which, Thach Ha district has 87 people, Loc Ha district has 58 people. The total number of civil servants to be arranged and handled after the reduction in Loc Ha district is 47 people.
Currently, the total number of commune-level cadres, civil servants, and part-time workers in 14 communes undergoing reorganization is 375 people. Of these, 137 are cadres, 125 are civil servants, and 113 are part-time workers.
The expected number of commune-level officials, civil servants, and non-professional workers in the 7 new communes after the merger by 2029 is 250 people.
Therefore, it is expected that the total number of cadres, civil servants, and part-time workers at the commune level that must be arranged and processed by 2029 is 125 people, including: 64 cadres, 45 civil servants, and 16 part-time workers.
Arrangement plan
Also according to the Ha Tinh Department of Home Affairs, for the surplus district-level civil servants and public employees, the planned arrangement and handling plan includes: retirement at the right age, early retirement, transfer to another unit and implementation of other plans.
For commune-level cadres and civil servants, the number of redundant cadres and civil servants will be reviewed, evaluated, and classified to implement solutions according to the following options: Retirement under the social insurance regime; implement the policy of streamlining the payroll according to central and provincial regulations.
Carry out transfers and arrangements from the arranged communes to the communes lacking in the same district; Accept as civil servants at the provincial and district levels (if meeting the standards, conditions, and suitability for the job position); carry out transfers to other positions; carry out transfers to the position of non-professional workers at the commune level.
For non-professional workers at the commune level: streamline the payroll according to the policies of the Central and the province immediately after the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units.
