During the merger between Quang Binh and Quang Tri provinces, ensuring socio-economic growth, maintaining the operation of the government and serving the people is being given top priority. Quang Binh province clearly defines the minimum growth target of 8% in 2025 and aims for double-digit growth in the following years. To realize this goal, the locality focuses on developing the marine economy, investing in strategic infrastructure and promoting administrative reform to serve people and businesses.
In particular, key projects such as the 86km coastal route and Nhat Le 3 bridge are being accelerated to facilitate investment in resort areas and coastal urban areas.
The groundbreaking of the Hon La International General Port Project with a scale of nearly VND 2,300 billion is also expected to become an important "letster" to promote logistics, reduce transportation costs and expand cargo connections in the Central coastal region.

Along with infrastructure, authorities at all levels also proactively review personnel and carefully prepare plans to avoid organizational disruption during the transition process.
In Ba Don town, one of the localities that has completed the task of building new rural areas early, the merger of communes and the operation of the two-level government has been carried out carefully.
The locality maintains the operation of a smooth public administrative center, deploying a model of "community digital technology officers" to support people to complete procedures online, especially the elderly, remote areas.
Do not let public services get stuck
Mr. Phan Manh Hung - Secretary of Ba Don Town Party Committee - said that the locality must not neglect the task of disseminating cadres and party members, especially promptly resolving administrative procedures for people and businesses. At the same time, prepare well the ideology and organization for the arrangement of administrative units for the common development goal.
The leaders of the People's Committee of Quang Binh province requested departments, branches and localities not to leave their tasks behind during the merger, especially site clearance, disbursement of public investment capital and handling records at the district level before the new government model comes into operation. Development projects must be coordinated between the two provinces so that when the new province is formed, it can operate smoothly and consistently.
Mr. Tran Phong - Chairman of the People's Committee of Quang Binh province - emphasized that the province cannot, for the benefit of consolidation, let alone reduce the task of socio-economic development, and must do it in parallel, both transforming the organizational model and maintaining growth momentum.
The Quang Binh Provincial Party Committee also clearly identified that, in addition to the growth target, the important thing is to ensure uninterrupted provision of public and administrative services to people and businesses.
Quang Binh Provincial Party Secretary Le Ngoc Quang requested authorities at all levels to maintain stability in the apparatus during the transition period, promote the application of technology and digitalization of processes to build a modern and efficient administration.
In the process of building a two-level local government, Quang Binh has shown proactiveness, determination and flexibility, both reforming the apparatus and focusing on development. This is an important premise for the new province after the merger to not only maintain the growth pace but also make a stronger breakthrough in the new period.
