According to the Department of Construction of Quang Binh, the whole province currently has 2,583 households with meritorious services (NCC) for the revolution and relatives of martyrs eligible for housing support. Of which, 724 households need to rebuild and 1,859 households need to repair and renovate. This is a program of profound social significance to express gratitude to those who have made many contributions to the country.
Support from provincial and central budgets
The People's Committee of Quang Binh province has approved the Project to support housing for NCCs with the revolution and martyrs' relatives.Based on the proposal of the Department of Finance on the additional support level from the provincial budget, the Department of Construction has drafted and reported to the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution on Regulations on housing support levels for NCCs for the revolution and relatives of martyrs in Quang Binh province.
In which, the central budget will support a part of the budget according to regulations.In addition, to reduce the burden on disadvantaged families, the provincial budget will support an additional 20 million VND/household to build new houses and 10 million VND/household to renovate and repair houses.
It is expected that the total support budget from the provincial budget will be more than 33 billion VND, of which additional support for newly built households is more than 14 billion VND, and for renovated households is more than 18.5 billion VND.
On March 23, speaking with a reporter from Lao Dong Newspaper, the leader of the People's Committee of Quang Binh province said that from now until the end of 2025, there are only 9 months left to complete the project. In particular, October, November and December are the times of unfavorable weather due to storms. Therefore, localities need to be highly determined to ensure the set progress.
The leader of the Provincial People's Committee said that supporting housing for families of meritorious people and relatives of martyrs is an important political task, demonstrating the responsibility and deep gratitude of the Party and State. By April 20, the province will strive to start construction of 50% of houses subject to support.
The Provincial People's Committee also requested the Department of Construction to proactively advise and propose timely measures to handle difficulties and problems in the implementation process.
Ensuring capital and strengthening propaganda
To meet the urgent requirements for capital, the Department of Finance is assigned the task of guiding localities in making estimates, managing, distributing, paying and settling support capital. At the same time, advise on allocating the provincial budget for policy implementation management with a maximum of no more than 0.5% of the total State budget support.
Direct dialogues between the government and the people need to be held regularly to clearly explain the reasons and benefits of implementing the project, thereby strengthening public trust.
The People's Committees of districts, towns and cities must urgently review the list of NCC households with the revolution and relatives of martyrs that have been approved, ensuring the right subjects and meeting the prescribed conditions before conducting construction support.
Supporting housing for the NCC with the revolution and the relatives of martyrs in Quang Binh not only contributes to stabilizing their lives, but also demonstrates the responsibility of local authorities to show gratitude to those who sacrificed for the Fatherland.
